Ciudad Juarez, January 16, 2026 – The State Public Security Secretariat (SSPE), led by Secretary Gilberto Loya Chávez, has introduced the “Soy Fan” card program, an initiative designed to provide direct benefits to police personnel operating in Ciudad Juarez and the northern region of the state. These cards offer discounts and promotions at various businesses, aiming to enhance the well-being and motivation of law enforcement officers.

Inter-institutional Collaboration for Police Welfare

This program is the result of a collaborative effort involving several key organizations, including CANACO Juárez (Chamber of Commerce), El Diario de Juárez, and Distribuidores del Río. These entities have partnered with the SSPE to foster the integral welfare, motivation, and recognition of the daily work carried out by police personnel.

The official launch event took place at the State Police detachment in Ciudad Juarez, attended by approximately 200 state police officers from various operational areas within the northern zone. This included personnel from Police Deployment, Special Forces, and the Penitentiary System.

Key Stakeholders Present at the Ceremony

The ceremony saw the participation of prominent figures from both the business sector and public administration. Among them were Luis Fernando Hernández, Executive Vice President of CANACO Juárez; Osvaldo Rodríguez, Commercial Director of El Diario de Juárez; and Sergio Lastra, Marketing Director of Distribuidores La Frontera. Their presence underscored the broad support for this initiative from the local business community.

SSPE authorities also attended the event, including Susana Bazaldúa, Undersecretary of Administration; Luis Aguirre, Undersecretary of the General Staff; Ricardo Realivázquez, Undersecretary of Police Deployment; and retired Division General Ricardo Fernández Acosta, Undersecretary of the Penitentiary System. Their collective presence highlighted the institutional commitment to the program’s success.

Dignifying Police Work and Ensuring Public Safety

The SSPE emphasizes that these actions reaffirm its commitment to strengthening and dignifying its police force. Officers daily risk their lives in the line of duty to restore and preserve the tranquility of the citizens of Chihuahua.
