Homicides in Ciudad Juarez Decline by 35 Percent: Mayor Cruz Pérez Cuéllar Reports

Mayor Pérez Cuéllar Reports Significant Crime Reduction in Ciudad Juarez

Ciudad Juarez, Chihuahua – Mayor Cruz Pérez Cuéllar announced a substantial decrease in high-impact crimes in Ciudad Juarez during his appearance on “La Moreniza El Podcast de la Transformación” on Thursday. The mayor reported a 35 percent reduction in homicides, a 57 percent decrease in drug dealing, and a 33 percent drop in home robberies.

“We are the municipality that invests the most in technology nationwide for security. When we arrived, there were 276 cameras in Juarez, and now there are 3,000, funded by the Municipal Government. In just over four years, we have achieved a consistent 35 percent reduction in homicides, according to data from the National Executive Secretariat of Public Security,” stated Mayor Pérez Cuéllar.

He further elaborated, “57 percent in drug dealing, 33 percent in home robberies, and 22 percent in general robbery. This means we have managed to reduce crime in Juarez, and the data is there; no one can contradict me because these are official figures, precisely due to excellent coordination with the National Guard and the Mexican Army.”

Dual Strategy: Strengthening Law Enforcement and Addressing Root Causes

Mayor Pérez Cuéllar emphasized two major strategies: on one hand, strengthening the National Guard, enhancing coordination, and improving intelligence in security matters, representing the state’s strong arm in combating insecurity. On the other hand, he stressed the importance of addressing the root causes of crime.

He noted that Ciudad Juarez, like many municipalities in the country, is among 61 priority areas with high crime trends where efforts are focused on tackling these underlying issues. “That was the terrible thing about the Calderón administration, and we now know that it was about trying to impose a single criminal group throughout the country; that was his real war,” he highlighted.

Increased Efficiency in Apprehensions

The mayor explained that while municipal authorities cannot execute arrest warrants, they play a crucial role in detecting individuals with outstanding warrants. Before his administration, the Municipal Public Security Secretariat detected around 100 to 200 such individuals annually. Today, that number has increased to nearly 10,000.

National Context of Crime Reduction

During the podcast, Luisa Alcalde, national president of Morena, provided a national perspective on crime reduction. She recalled that during Felipe Calderón’s presidency, daily homicides increased from 28 in 2006 to 70 by the end of his term. Peña Nieto’s administration started with 63 daily homicides and concluded with 100.

“The Fourth Transformation inherited a country with such violence that 100 homicides were committed every day. After President López Obrador’s term and President Claudia Sheinbaum Pardo’s administration, we are now at an average of less than 50 homicides per day. This represents a 41 percent reduction compared to 2024, from when the president took office to today, in intentional homicides,” Alcalde stated.

The Impact of the Fourth Transformation

Pérez Cuéllar underscored the process of the Fourth Transformation, acknowledging the statistics presented by President Sheinbaum. “We must consider what that war on drug trafficking left behind: how many orphans, how many disgruntled people. The process of the Fourth Transformation must be highlighted,” he said.

“We are seeing very tangible results today, of course, thanks to President Sheinbaum’s leadership; Security Secretary Omar García has been an extraordinary leader in this field. But it is a process that the Fourth Transformation has been carrying out since 2018 to reverse all this war, all the consequences it leaves, because it’s not that the Peña Nieto or Calderón administrations end and that’s it; they leave a series of consequences that have been worked on,” he added.

The mayor also mentioned community involvement: “We go out to the territory, we go door-to-door with the Government of Mexico, we ask people about their problems, and we try to address them. Many peace committees are being formed across the country, where citizens get involved and follow up, not just on policing.”

He highlighted the police arm led by Omar García and the arm dedicated to combating root causes, extensively worked on by the Secretary of the Interior. “We have a lot of contact with them, obviously all under the leadership of President Sheinbaum,” he concluded.
