Ciudad Juarez Mayor’s Visit to Congress Ignites Political Clash Over Inherited Debt
Chihuahua, April 29, 2026 – The visit of Ciudad Juarez Mayor, Cruz Pérez Cuéllar, to the Chihuahua Congress yesterday reignited a political confrontation between the Morena party and the National Action Party (PAN) concerning the handling of a fiscal debt inherited from previous administrations. The mayor attended the Legislative Palace to reiterate his willingness to appear and explain the origin and management of these liabilities, receiving strong backing from the Morena parliamentary group.
“We are ready to appear and explain what happened regarding the fiscal debt,” affirmed Pérez Cuéllar, insisting that the process must be conducted with clear rules and defined timelines. The core of the disagreement revolves around the lack of consensus to finalize this appearance. According to the mayor, while Morena and the Labor Party (PT) promoted the initiative, other parliamentary groups obstructed its realization.

Mayor Pérez Cuéllar accused PAN legislators of maintaining a contradictory stance on the issue. “They are the ones who need to answer why they first propose something and then do not execute it,” he stated. The mayor contended that the resistance stems from a political calculation, fearing that inconsistencies in their accusations might be exposed. “They have dragged their feet because they know we are in the right,” he asserted.
From his perspective, the debate has been distorted to shift responsibility for the debt to his administration, when – he argued – it pertains to omissions recorded between 2017 and 2021.
Financial Burden
Beyond the political exchange, the conflict’s root is financial. The municipality has allocated resources to address these liabilities, with payments of 136 million pesos in 2024 and 101 million pesos in 2025. For 2026, the outstanding debt amounts to 114 million pesos, corresponding to the last year of the period in question.
The municipal government is negotiating an agreement with the Ministry of Finance that would reduce the burden to approximately 25 percent of the total, or about 28 million pesos. “The goal is to inform the people of Chihuahua about what is being done,” emphasized the mayor, suggesting that the discussion should focus on transparency and the sanitation of public finances.
