Ciudad Juárez Drives ‘Vision 2040’ Strategic Plan
Ciudad Juárez, Chihuahua, Mexico, August 19, 2026 – The Municipal Resilience Coordination Office continues its efforts to develop and implement the ‘Vision Ciudad Juárez 2040’ strategy. This long-term urban and social planning instrument is designed to consolidate a secure, inclusive, sustainable, and resilient environment for the city.
Yesenia Arlet Hidalgo, head of the department, explained that the project is structured through collaborative work among municipal departments, academic institutions, civil organizations, the business sector, and citizens. The objective is to align local public policies with the future requirements of the border region.
Strategic Axes and Implementation
The planning scheme is based on an analysis of urban-territorial, environmental, and socioeconomic contexts, articulated through five main objectives:
- Sustainability and Resilience: Protection of the environment and reduction of urban risks.
- Prosperity and Economic Dynamism: Promotion of integral development and better employment opportunities.
- Holistic Planning: Territorial ordering, mobility, and urban regulations.
- Solid and Participatory Communities: Strengthening neighborhood fabric and social alliances.
- Solidarity and Culture of Peace: Promotion of social cohesion and prevention.
To ensure the fulfillment of the goals established for 2040, the department will implement a matrix of technical indicators. This will allow for periodic evaluation of progress in each of the lines of action.
The ‘Vision Ciudad Juárez 2040’ plan aims to proactively address the challenges and opportunities facing the city in the coming decades. By fostering collaboration across various sectors, the municipality seeks to create a more robust and adaptable urban landscape.
The emphasis on sustainability and resilience reflects a growing global awareness of environmental challenges and the need for urban areas to withstand and recover from various shocks. This includes not only natural disasters but also economic and social disruptions.
Economic dynamism is crucial for any city’s growth, and the plan’s focus on this area suggests an effort to create a more competitive and opportunity-rich environment for its residents. This could involve attracting new businesses, supporting local entrepreneurs, and investing in education and training programs.
Holistic planning underscores the interconnectedness of various urban elements. By considering territorial ordering, mobility, and urban regulations together, the plan seeks to create a more efficient and livable city. This could lead to improved public transportation, better infrastructure, and more coherent urban development.
The objective of solid and participatory communities highlights the importance of social capital. Strengthening neighborhood ties and fostering social alliances can lead to a more engaged citizenry and a greater sense of collective responsibility. This can be particularly important in addressing local issues and implementing community-based solutions.
Finally, the focus on solidarity and a culture of peace is essential for social cohesion. By promoting these values, the plan aims to create a more harmonious and secure environment for all residents. This could involve initiatives to reduce crime, promote intergroup dialogue, and support vulnerable populations.
The implementation of a technical indicator matrix is a key component of the plan’s accountability and adaptability. By regularly evaluating progress, the municipality can make necessary adjustments and ensure that the plan remains relevant and effective over time. This data-driven approach will help to ensure that the ‘Vision Ciudad Juárez 2040’ is not just a set of aspirations but a concrete roadmap for the city’s future.
