Participatory Budget in CDMX: New Measures to Prevent Fraud and Misuse of Funds

Mexico City, August 22, 2026 – The Electoral Institute of Mexico City (IECM) is reinforcing its commitment to ensuring transparency and effectiveness in the Participatory Budget. New strategies are being implemented to prevent simulated works and the misuse of funds, guaranteeing that allocated resources translate into tangible projects for the city’s communities.

IECM’s Firm Stance: From Idea to Street

The IECM has declared a firm stance to ensure that Participatory Budget resources move “from idea to street.” This initiative seeks to close loopholes that have historically allowed for irregularities, ensuring that community proposals are fully realized without corruption or inefficiency. Mildred Ramo, a key figure in this effort, emphasized the importance of a global perspective to address the complex challenges facing Mexico City.

The Participatory Budget is a crucial mechanism for citizen engagement, allowing residents to directly decide how a portion of the public budget is spent on projects that benefit their neighborhoods. However, concerns have been raised in the past regarding the execution of these projects, with reports of incomplete works, inflated costs, or projects that never materialized.

Key Measures to Enhance Oversight and Transparency

To combat these issues, the IECM is focusing on several key areas:

  • Increased Monitoring: Enhanced oversight mechanisms will track projects from their conception to completion, ensuring that the allocated funds are used as intended.
  • Citizen Participation in Oversight: Communities will be empowered to play a more active role in monitoring the progress of projects, reporting any discrepancies or issues.
  • Technological Solutions: The implementation of digital tools and platforms to track budgets and project execution in real-time, providing greater transparency and accountability.
  • Stricter Audits: Regular and more rigorous audits will be conducted on all projects funded through the Participatory Budget to identify and rectify any irregularities promptly.
  • Legal Framework Reinforcement: Reviewing and strengthening the legal framework surrounding the Participatory Budget to impose harsher penalties for fraud and corruption.

Patricia Avendaño, president of the IECM, has previously highlighted that “the Mexican electoral system was created from distrust,” underscoring the need for robust mechanisms to build public confidence. These new measures are a direct response to that historical context, aiming to create a Participatory Budget system that is truly trustworthy and effective.

Impact on Mexico City’s Communities

The successful implementation of these measures is expected to have a significant positive impact on the communities of Mexico City. By ensuring that funds are not diverted and that projects are genuinely completed, residents will see tangible improvements in their local infrastructure, public spaces, and quality of life.

This renewed commitment to transparency and accountability in the Participatory Budget is part of a broader effort to strengthen democratic processes and citizen engagement in Mexico City. It aims to foster a greater sense of ownership and trust between the government and its citizens, ensuring that public resources are managed responsibly and effectively for the collective good.

The IECM’s initiative is particularly timely as Mexico City continues to face various urban challenges, from infrastructure development to public safety. Ensuring that the Participatory Budget functions as intended is vital for addressing these issues at the grassroots level, empowering communities to drive their own development.
