MEXICO CITY, September 2 – The Antonio Haghenbeck y de la Lama Foundation has filed a formal complaint against Julia Álvarez Icaza, the Secretary of Environment of Mexico City (SEDEMA), citing alleged acts and omissions concerning the welfare of dogs and cats rescued from Refugio Franciscano. These animals are currently under the care of the Mexico City government.
Foundation Alleges Neglect and Poor Conditions
Fernando García Juárez, the foundation’s legal representative, confirmed that the complaint was lodged with the Special Prosecutor’s Office for Crimes Committed by Public Servants. Additionally, the General Comptroller’s Office has been notified regarding serious administrative misconduct.
According to the foundation, animals in shelters located in Ajusco and Gustavo A. Madero are suffering from severe overcrowding, inadequate hygiene, and significant coordination problems. Reports indicate that some cubicles house up to 12 dogs, a situation that directly violates established animal welfare standards.
García Juárez emphasized that there is documented evidence of animals eating, sleeping, and defecating in the same confined spaces. He described these conditions as incompatible with their rehabilitation and the ultimate goal of adoption.
Lack of Transparency Regarding Animal Deaths
The foundation further accuses SEDEMA of withholding crucial information regarding the deaths of animals during their custody. This includes a lack of transparency concerning the number of deceased animals and the absence of corresponding expert reports.
The Antonio Haghenbeck y de la Lama Foundation has initiated multiple legal actions and accumulated various complaints, demanding that Mexico City authorities provide a comprehensive report on the animals’ condition and the adoption protocols mandated by a judge.
