Ciudad Juárez Hotel Association Calls for Regulation of Guest Houses

Ciudad Juárez, Chihuahua, September 4 – The image of Ciudad Juárez is at risk due to the uncontrolled proliferation of guest houses, according to Rogelio González Alcocer, president of the Hotel and Motel Association of Ciudad Juárez. González Alcocer issued a strong call to competent authorities to regulate these establishments, which he describes as engaging in unfair competition and posing significant legal and security problems for the border municipality.

Unfair Competition and Security Risks Highlighted by Hotel Association

González Alcocer emphasized that the formal hotel industry invests millions of pesos to benefit consumers and to support major events that generate economic benefits for the city. He urged guest house operators to formalize their businesses, generate employment, and comply with all necessary legal obligations and permits.

The Hotel and Motel Association of Ciudad Juárez has made a firm appeal to municipal, state, and federal authorities to inspect all establishments offering lodging in the locality. The association seeks to ensure that these businesses operate under proper conditions and comply with all legal requirements.

Formal Hotels Face Disadvantage

The formal hotel sector in Ciudad Juárez contributes significantly to the local economy through investments and job creation. These businesses adhere to strict regulations regarding safety, hygiene, and taxation. In contrast, unregulated guest houses often operate without these overheads, allowing them to offer lower prices and create an uneven playing field.

González Alcocer stated, “The expansion of these establishments is out of control. This is a problem of legality and security for our city.” He highlighted that while formal hotels are subject to rigorous inspections and contribute to the local tax base, many guest houses operate in a legal gray area, potentially compromising the safety of their guests and undermining the legitimate tourism sector.

Call for Government Intervention and Regulation

The association’s plea is directed at all levels of government, urging them to conduct thorough reviews of all lodging providers. The goal is to ensure that these businesses meet established standards and fulfill their legal obligations, thereby leveling the playing field and protecting both consumers and the integrity of Ciudad Juárez’s tourism image.

The lack of regulation for guest houses not only affects the economic viability of formal hotels but also raises concerns about guest safety. Without proper oversight, there is no guarantee that these establishments meet minimum safety standards, such as fire safety protocols or emergency exits. Furthermore, the absence of registration and background checks for guests and operators could potentially facilitate illicit activities, posing a broader security risk to the community.

Economic Impact and Future Outlook

The hotel industry is a vital component of Ciudad Juárez’s economy, supporting numerous jobs and attracting visitors who contribute to local businesses. Unfair competition from unregulated guest houses can lead to reduced revenues for formal hotels, potentially impacting their ability to invest in improvements, maintain employment levels, and contribute to local events.

The association’s call for regulation is a proactive measure to safeguard the city’s reputation as a safe and welcoming destination for tourists and business travelers. By ensuring that all lodging providers operate under the same legal framework, authorities can foster fair competition, enhance public safety, and protect the long-term economic health of the tourism sector in Ciudad Juárez.

The issue of guest houses as a primary source of unfair competition for the hotel sector was also discussed at CANACO (National Chamber of Commerce) on September 2, 2026, further underscoring the widespread concern within the private initiative sector.
