Chihuahua Governor Seeks Meeting with President Sheinbaum in Ciudad Juarez

Chihuahua Governor María Eugenia ‘Maru’ Campos has formally requested a meeting with President Claudia Sheinbaum during her upcoming visit to Ciudad Juarez this Saturday, September 19, 2026. The request, made through a letter dated September 15, 2026, and received by the Presidency on the same day, outlines key topics for discussion: security, water management, and cattle exports.

Governor Campos’s Requests to the President

As a primary request, Governor Campos has asked to personally greet President Sheinbaum upon her arrival, a custom she noted has been observed in other states. This gesture would allow her to convey her government’s readiness to collaborate with the Federation ‘de viva voz’.

The second petition involves inviting the President to join the State Security Table at the Torre Centinela, Ciudad Juarez’s main security center. Here, Governor Campos plans to showcase the intelligence and video surveillance infrastructure, its achievements, and the coordination mechanisms with the Armed Forces and federal institutions.

Furthermore, Campos has requested a dedicated meeting to address two issues deemed of utmost priority:

  • Water Management: This includes the status of dams, negotiations regarding the 1944 Water Treaty with the United States (which governs the distribution and use of water from international rivers Tijuana, Colorado, and Bravo), and the quotas that may be allocated to Chihuahua’s farmers in upcoming cycles.
  • Cattle Exports: Specifically, the issue of the screw worm and the reopening of the border for cattle exports, which have faced consecutive closures since November 2024. The governor emphasized that thousands of farming families have been awaiting a response for months and requested clarity on the federal government’s planned timeline.

In her letter, Campos stated, ‘I know well what distinguishes a commitment visit from a conviction visit. I want yours, in Chihuahua, to be the latter,’ asserting that the relationship between the Federation and the states is strengthened through ‘closeness, dialogue, and respect.’

Context of the Visit and Prior Events

President Sheinbaum’s visit to Ciudad Juarez is part of her tour following the Second Government Report. This request for a meeting comes months after an operation in April in the Chihuahua sierra to dismantle a drug laboratory. The operation tragically resulted in the deaths of two U.S. agents, identified as CIA members, and two state officials in an accident.

The Attorney General’s Office (FGR) initiated investigations into the involvement of foreign agents and potential crimes against national security. In May, Governor Campos was summoned as a witness. She submitted a written statement, declined an interview, and maintained that she was unaware of the Americans’ presence.

The governor’s proactive approach to meeting with the President underscores the critical nature of these issues for Chihuahua, particularly in light of recent events and ongoing challenges in security, cross-border relations, and the agricultural sector.
