Ciudad Juárez, September 23, 2026 – The administration of Ciudad Juárez, Chihuahua, has officially installed the Consultative Council for Human Mobility. This new body aims to foster dialogue and citizen participation to monitor public policies concerning individuals in the context of mobility. The initiative seeks to improve assistance and uphold the human rights of migrants in the region.
Mayor Emphasizes Dialogue and Rights Protection
During the Council’s first ordinary session, Municipal President Héctor Rafael Ortiz Orpinel highlighted the importance of this new platform. He stated that the Council would address the needs of the migrant population and contribute significantly to improving care and respect for their human rights. Mayor Ortiz Orpinel will serve as the president of the organism, leading its initial meeting held in the José Reyes Estrada Hall of the “Lic. Benito Juárez” Administrative Unit.
Integrated Membership for Comprehensive Approach
Aarón Joel Armendáriz García, Technical Secretary of the Council and acting head of the Human Rights Directorate, announced that the body formally comprises 20 members. This diverse group includes representatives from authorities, citizens, academia, and civil organizations. Armendáriz García emphasized that the Council’s primary objective is to monitor all public policies affecting people in the context of mobility.
He further elaborated that a key goal is to integrate citizen participation and ensure that individuals in the context of mobility are represented in discussions concerning municipal public policies. This inclusive approach is designed to provide a more comprehensive and empathetic response to the challenges faced by migrants.
Decrease in Migrant Arrivals Noted
During the session, Armendáriz García also reported a significant decrease in the arrival of people in mobility to Ciudad Juárez compared to 2021. He attributed this decline primarily to changes in U.S. immigration policies. “It is known to all that they have become rigorous with entries, therefore, the number of people in the context of mobility has also been greatly reduced,” he stated.
Council to Define Work Agenda
The establishment of the Council brought together representatives from municipal departments, academic institutions, and civil society organizations. Their collective aim is to establish a collaborative framework for human mobility. During its inaugural session, the Council unanimously approved its work scheme. The second ordinary session is scheduled for October 29, 2026, where further details of the work agenda will be defined.
This new council represents a proactive step by Ciudad Juárez to address the complex issues surrounding human mobility, ensuring that migrants receive appropriate attention and their rights are protected within the community.
