Deputy Raúl de Jesús Torres Guerrero presented a Point of Agreement, which was approved by the Plenary, to urge SEMOVI to include this modality with standardized requirements, costs, and characteristics. This would allow the license issued in the capital to be recognized at federal and international levels.

Coordination with the Ministry of Foreign Affairs

The proposal also calls upon the Ministry of Foreign Affairs (SRE) to design multilateral mechanisms, in coordination with federal entities, to facilitate the recognition and homologation of Mexican driving licenses with the aforementioned improvement. This is particularly aimed at foreign cities where Mexican nationals reside and currently lack validation.

From the tribune, the legislator from the National Action Party (PAN) stated that Mexicans residing abroad, especially in Europe, have long expressed the need for their licenses to be revalidated on that continent, similar to what occurs with other Latin American countries.

He asserted that individuals who wish to do so could pay the corresponding fees to convert their local license into a federal one, without states losing their attributions.

“This license improvement would allow, at a federal level, with the Ministry of Communications and Transportation hand in hand with the Foreign Ministry, to make agreements to revalidate Mexican driving licenses in Europe mainly,” explained the “Migrant Deputy.”

Current Recognition and Limitations

Torres Guerrero noted that Mexican driving licenses currently serve those living in Canada and the United States, where they only need to pass a revalidation or adaptation exam according to local traffic rules.

He pointed out that the Mexican diaspora continues to grow in Europe, especially in Spain, where more than 100,000 nationals reside, followed by France, Germany, the United Kingdom, and the Netherlands. However, their mobility is limited as they are not allowed to drive for more than 90 days.

“Today, Mexico City could be the first entity whose license could be internationally validated, given that it has standards that we could consider equal to, or even better than, many capitals in the world,” emphasized Torres Guerrero.

Call to Action for Federal Ministries

In this context, the PAN member called on the Ministries of Infrastructure, Communications and Transportation (SICT) and Foreign Affairs (SRE) to undertake the necessary steps for Mexican driving licenses, particularly those from the capital, to be internationally revalidated.

“This is for the benefit of Mexicans abroad, but also to connect Mexico to the world in secondary and tertiary activities, because that is where we have to focus: on micro, small and medium-sized enterprises; on middle-class Mexicans who are now going out to conquer the world,” he concluded.
