Ciudad Juárez, Chihuahua – The State Public Security Secretariat (SSPE) has reported a total of 22 natural deaths and one violent death at the State Social Reintegration Center (Cereso) No. 3 in Ciudad Juárez during 2025. The majority of these fatalities were attributed to pre-existing health conditions among the inmates. In the current month of February 2026, two additional natural deaths and one violent death have been registered.

Overview of Fatalities at Cereso 3

According to information provided by the SSPE, the 22 natural deaths in 2025 primarily occurred in hospitals, not within the penitentiary itself, and were largely due to health problems that the inmates already had. This highlights the ongoing challenges in providing adequate healthcare to the incarcerated population.

In addition to the natural deaths, one violent death was recorded in 2025. The SSPE also noted that in 2024, two violent deaths occurred within the facility, indicating a persistent issue with inmate safety and internal conflicts.

February 2026: Recent Incidents

The trend of fatalities has continued into 2026. In February alone, two natural deaths and one violent death have been reported. The violent incident was described as an isolated conflict among members of the same gang, according to the SSPE.

On Sunday, February 15, the SSPE confirmed the deaths of two inmates at Cereso No. 3. Both individuals passed away from natural causes over the weekend while receiving medical attention at the General Hospital. One of the deceased was identified as David A.V., who had been admitted to the prison in January of the current year on charges of firearm possession.

Furthermore, in the early hours of Wednesday, February 18, another inmate at Cereso No. 3 died inside his cell. This incident was also confirmed by SSPE personnel, adding to the growing number of fatalities within the correctional facility.

Context and Broader Implications

These statistics underscore the complex challenges faced by correctional facilities in Mexico, particularly in managing inmate health and ensuring safety. The high number of natural deaths points to potential systemic issues related to healthcare access and chronic disease management within prisons. The recurring violent deaths, even if isolated, raise concerns about internal security, gang activity, and the effectiveness of conflict resolution mechanisms.

The SSPE’s reports provide a factual basis for understanding the conditions within Cereso 3. While the majority of deaths are attributed to natural causes, the presence of violent fatalities necessitates ongoing scrutiny and potential reforms to safeguard the lives of those in custody. The continuous monitoring and transparent reporting of such incidents are crucial for accountability and for informing strategies aimed at improving the overall conditions within the prison system.

The authorities continue to investigate the circumstances surrounding each death, particularly the violent incidents, to prevent future occurrences and maintain order within the facility. The focus remains on addressing both the health needs of inmates and the underlying causes of violence to create a safer environment for all individuals within the correctional system.
