During a press conference regarding the operation, Justin Simmons, District Attorney for the Western District of Texas, stated that “the activities of the Juarez Cartel affect the sovereignty of the United States and the security of Americans.”

Mexico’s Stance on Cooperation vs. Intervention

Mexican President Claudia Sheinbaum has consistently affirmed Mexico’s support for collaboration in the fight against drug cartels, while firmly rejecting military intervention by the United States within Mexican territory.

“Cooperation, yes; subordination and intervention, no,” President Sheinbaum declared in a morning conference in January 2026, reiterating her government’s position.

The Americas Shield Initiative

In March 2026, President Donald Trump announced the creation of the “Americas Shield,” also known as the “Anti-Cartel Coalition of the Americas.” This initiative is a multinational cooperation effort designed to coordinate Western Hemisphere countries in combating drug trafficking, transnational organized crime, and irregular migration.

To date, 19 countries have accepted collaboration with the United States under this initiative. However, Mexico has not yet joined the Americas Shield.
