Ciudad Juárez, Chihuahua, February 23 – The audits carried out by the Superior Audit Office of the Federation (Auditoría Superior de la Federación – ASF) on the 2023 and 2024 public accounts of the Ciudad Juárez City Council have been entirely resolved, leaving no outstanding debts or pending observations for the municipal government.
2023 Audit: All Observations Clarified and Resolved
Comptroller Jorge Gutiérrez Casas explained that the review for the 2023 fiscal year initially resulted in nine observations. Seven of these were requests for clarification, totaling approximately 716 million pesos. During the weekly press conference held by Mayor Cruz Pérez Cuéllar, Gutiérrez Casas specified that the initial responses to four of these clarification requests were submitted on October 10.
Subsequently, on December 17, official communications were received, confirming that these observations had been resolved. Similarly, on October 20, the results of the final set of observations were issued, officially closing the 2023 public account in its entirety. Gutiérrez Casas emphasized that the final outcome confirmed Ciudad Juárez holds no debt or pending clarifications with the Superior Audit Office of the Federation regarding the 2023 fiscal year.
2024 Audit: Proactive Management Leads to Debt-Free Resolution
Regarding the 2024 public account, the Comptroller stated that administrative reorganization efforts and the strengthening of internal processes facilitated the prompt addressal of requirements. This proactive approach allowed for the complete resolution of the review conducted last year. He detailed that on February 17 of the current year, the results of the 2024 audit were published, confirming that the Municipality of Juárez has no pending observations with the federal auditing body.
Transparency and Public Access to Information
Gutiérrez Casas highlighted that this information is publicly accessible and can be consulted directly on the official platform of the Superior Audit Office of the Federation. This measure aims to provide certainty and clarity to the citizenry regarding the city’s financial management. He also expressed concern about the information being used with a political, electoral, and partisan bias, without considering the objectivity and veracity of the available data and the results obtained.
Mayor Commends Comptroller’s Office and Administrative Areas
In response to the audit results, Mayor Cruz Pérez Cuéllar acknowledged the diligent work of the Comptroller’s Office and the administrative areas. He underscored that the City Council manages a budget of approximately 10 billion pesos, and achieving results without observations represents a significant accomplishment in terms of accountability and transparent governance.
