Cuajimalpa Mayor Presents Report to Mexico City Congress, Highlights 42% Drop in High-Impact Crimes
Mexico City, May 18 – Carlos Orvañanos Rea, Mayor of Cuajimalpa de Morelos, appeared before commissions of the Mexico City Congress on Monday to detail the advancements and principal actions undertaken by his administration to improve the quality of life for residents of the borough. This accountability session, held in the “Heberto Castillo” Hall of the Donceles Legislative Precinct, underscored the importance of transparency in the exercise of public resources, according to Deputies Iliana Ivón Sánchez Chávez and Leonor Gómez Otegui, presidents of the United Commissions of Mayoralties and Territorial Limits, and Government and Public Policies, respectively.
Key Achievements and Legislative Scrutiny
Mayor Orvañanos Rea reported a historic 42 percent reduction in high-impact crimes, decreasing from 66 cases in 2025 to 53 this year. He also stated that 100 percent of delivery driver robberies were eradicated. Furthermore, the Mayor highlighted a 100 percent advancement in the technical and operational update of the Risk Atlas, an investment of 53 million pesos in hydraulic, urban, and social works, and 41.4 million pesos allocated to road improvement and repaving. An additional 15 million pesos were dedicated to the recovery of public spaces, alongside the implementation of social programs for children, youth, women, and local economic support.
Regarding transparency, Orvañanos Rea emphasized that Cuajimalpa is the only borough with an agreement with Mexican Transparency, utilizing digital tools that allow citizens to consult the use of public resources and progress of works in real-time, thereby strengthening accountability.

- MORENA: Deputy Brenda Ruiz Aguilar urged the Mayor to address issues of mobility, security, and flood prevention. She also criticized the absence of women in his cabinet, demanding gender equity and highlighting the ineffectiveness of “Violet Points” initiatives.
- PAN: Deputy Claudia Susana Pérez Romero praised Cuajimalpa’s coordination with Álvaro Obregón borough on territorial limit issues with Santa Rosa Xochiac. Deputy Raúl Torres Guerrero acknowledged the significant reduction in insecurity, particularly high-impact crimes.
- PVEM: Deputy Manuel Talayero Pariente inquired about threats of school shootings and existing protocols. Deputy Paula Alejandra Pérez Córdova commended initiatives supporting women, such as exclusive transport and specialized advisory services.
- PT: Deputy Jannete Elizabeth Guerrero Maya criticized Cuajimalpa’s social contrasts and historical problems, including water scarcity, deficient urban services, insecurity, and territorial disorder, despite its strategic economic importance.
- MC: Deputy Royfid Torres González highlighted the challenges of the Care System in Cuajimalpa due to inequalities, questioning the existence of needs assessments for care infrastructure.
- PRI: Deputy Omar Alejandro García Loria echoed the PAN’s recognition of reduced high-impact crimes and praised advancements in transparency, noting that over 92 percent of 894 requests were addressed.
- PRD: Deputy Pablo Trejo Pérez asked about administrative verification orders in 2025 and 2026 and requested details on civil protection mitigation and community alert actions based on the Risk Atlas.
