Mexico City, Mexico City – As the festive season approaches, Mexico City’s ‘El Torito’ Administrative Sanctions and Social Integration Center has revealed the special menus prepared for those who may find themselves detained during the Christmas and New Year’s Eve celebrations. This announcement comes as the city intensifies its ‘alcoholímetro’ (breathalyzer) operations, aiming to prevent drunk driving and ensure public safety.

Holiday Menus at ‘El Torito’

The Secretariat of Citizen Security (SSC) confirmed that the meals, prepared by the Undersecretariat of the Penitentiary System, are designed to provide adequate nutrition even under administrative detention. The menus feature traditional holiday dishes, aiming to offer a semblance of festive cheer to those serving their administrative arrests.

Christmas Eve Menu (December 24):

  • Beverage: Seasonal fruit punch
  • Appetizer: Creamy spaghetti with ham and pineapple
  • Main Course: Turkey in mango-habanero sauce, served with cheesy and creamy potatoes
  • Dessert: Apple salad with cream, raisins, and walnuts

New Year’s Eve Menu (December 31):

  • Beverage: Fruit punch
  • Appetizer: Creamy elbow pasta soup with sausages and peaches
  • Main Course: Turkey in cranberry-chipotle sauce, accompanied by potato and carrot salad with cream and parsley
  • Dessert: Apple salad

Understanding ‘El Torito’

‘El Torito’ is the popular name for the Center for Administrative Sanctions and Social Integration in Mexico City. It serves as a detention facility for individuals who commit administrative offenses, primarily those related to violating traffic regulations and the Civic Culture Law, with a significant focus on alcohol-related infractions.

Located in the Miguel Hidalgo borough, specifically in the San Diego Ocoyoacac area, ‘El Torito’ provides not only detention but also medical, psychological, and social orientation services. Detainees also receive preventive talks on addiction and road safety culture.

Intensified Alcoholímetro Operations

The SSC has reiterated that the ‘Conduce Sin Alcohol’ (Drive Sober) program will operate 24 hours a day throughout the December holiday season. The Traffic Regulations strictly prohibit driving with blood alcohol levels exceeding legal limits or under the influence of prohibited substances.

Violating these regulations results in an uncommutable administrative arrest ranging from 20 to 36 hours. Additional penalties include the loss of license points and the impoundment of the vehicle.

Common Reasons for Detention at ‘El Torito’:

  • Exceeding the legal alcohol limit during a breathalyzer test.
  • Refusing to undergo a breathalyzer test.
  • Driving recklessly or endangering others.
  • Consuming alcohol in public spaces.
  • Committing civic infractions, such as obstructing public roadways.
  • Disobeying a judicial order.

Authorities strongly advise against driving after consuming alcohol to prevent accidents and avoid spending holiday celebrations under administrative arrest. The intensified operations underscore the city’s commitment to road safety and public well-being during a period when celebrations often lead to increased alcohol consumption.
