Garbage and Stolen Manhole Covers Worsen Flooding in Ciudad Juárez

Ciudad Juárez, Chihuahua, Mexico – The executive director of the Municipal Board of Water and Sanitation (JMAS), Marco Licón, has warned that the accumulation of garbage, the theft of manhole covers, and historical neglect in hydraulic infrastructure have become critical factors aggravating water accumulation in various sectors of Ciudad Juárez, increasing risks for the population.

Historical Neglect and Citizen Practices Lead to Collapse

During an interview on the first edition of Radionet 1490 with Alejandro Velasco, Licón explained that, in the context of addressing recent contingencies, areas with more than 25 years of recurrent accumulation problems were identified. In these areas, a lack of historical maintenance and poor citizen practices have led to the partial collapse of the drainage system.

Stolen Manhole Covers: A Dangerous Factor

Licón pointed out that the theft of manhole covers, in addition to posing a serious danger to pedestrians and motorists, facilitates the entry of solid waste into the system. This leads to severe blockages, reduces drainage capacity, and causes flooding even with moderate rainfall.

Prioritized Interventions Across All Sectors

He indicated that these areas have been intervened in a prioritized manner, without distinction of sectors or levels of government, with the objective of protecting people’s integrity, reducing health risks, and restoring drainage functionality as quickly as possible.

JMAS Issues Urgent Call to Citizens

The JMAS director made an urgent call to citizens to avoid throwing garbage in public spaces, not to dispose of wet wipes or solid waste in the drainage system, and to report open or blocked manholes to the number 073. These actions are fundamental to preventing new damages.
