IMSS to Guarantee Access to Voluntary Abortion in Mexico City and 25 States

Mexico City, March 19 – The Mexican Social Security Institute (IMSS) has announced it will guarantee free access to voluntary abortion services for its members and beneficiaries in Mexico City and 25 states across the Republic where the procedure is decriminalized up to 12 weeks of gestation. This move is considered a crucial step towards ensuring this procedure as an essential health right.

IMSS to Provide Comprehensive Reproductive Health Services

The measure aligns with the institution’s obligation to provide comprehensive reproductive health care, enabling more individuals to access these services safely, free of charge, and within the public health system. This initiative follows the decriminalization of abortion in various Mexican states, reflecting a broader national movement towards recognizing reproductive autonomy.

Organizations and collectives, such as Abortistas MX, have acknowledged the political will and institutional effort behind this decision. They consider it a significant advancement that strengthens the protection of reproductive rights and expands access to fundamental medical services across the country. This collective achievement highlights the impact of civil society actions in promoting reproductive justice.

New Chatbot for Information and Guidance

The IMSS also announced the availability of an informational chatbot on WhatsApp to guide the public on various health services, including general information about Legal Interruption of Pregnancy (ILE) and other related medical care topics. This digital channel offers automated information and basic orientation for users, serving as a key tool for support and assistance within the health system.

Abortistas MX, through their X account, emphasized that this development is a collective achievement, influenced by civil society actions aimed at promoting reproductive justice in Mexico. They highlighted their efforts in 2023, where they filed 14 amparo lawsuits on behalf of 287 individuals who were potential IMSS beneficiaries, advocating for their right to access these services.

Judicial Rulings Pave the Way for National Access

As a result of these advocacy actions, three key rulings were issued-two in Chihuahua and one in Oaxaca. These judicial decisions mandate the IMSS to provide voluntary abortion services nationwide, even in states where penal codes have not yet been reformed to decriminalize the procedure. This legal precedent underscores the growing recognition of abortion as a fundamental health right, irrespective of local legislative variations.

The expansion of abortion access through the IMSS represents a significant advancement for public health and reproductive rights in Mexico. It ensures that individuals within the IMSS system can access necessary medical care without financial burden, aligning with international human rights standards and the evolving legal landscape within the country.
