Ciudad Juárez, Chihuahua, Mexico – After more than a decade of existing outside official planning, Loma Blanca began its formal incorporation into Ciudad Juárez on Saturday. Municipal and federal authorities delivered regularization certificates to 4,200 families, a step that will allow residents to obtain property deeds for their homes and access improved infrastructure and public services.
Official Recognition for 4,200 Families
The documentation was delivered by the Director General of the National Institute of Sustainable Land (INSUS), Víctor Guzmán Dagnino, and the Municipal President Cruz Pérez Cuéllar, during an event held in this settlement located on an area of 200,000 square meters, to the east of the intersection of the Juárez-El Porvenir highway and Independencia boulevard, near the last stage of Riberas del Bravo.
Loma Blanca originated from an invasion more than a decade ago, and since then, its inhabitants have faced difficulties stemming from the lack of formal recognition of the settlement. The invisibility in which they remained for years proved costly. According to diagnoses by the Municipal Institute of Research and Planning (IMIP), the neighborhood lacks paved streets, has insufficient lighting, and limited basic water, electricity, and drainage services.
Recently, the City Council approved the change of land use for the sector, because the area still appeared cataloged as an urban reserve within the Master Plan for Urban Development, despite having been occupied by homes, businesses, and services for more than a decade.
Agreements with Landowner Pave the Way for Regularization
Authorities explained that, through a regularization program promoted by the federal and municipal governments, as well as through the mediation of the Municipality, agreements were reached with the owner of the land, Gabino Solís González, for the sale of the properties to the residents.
With regularization, families will be able to obtain property titles and carry out legal procedures related to their homes, including the signing of deeds, contracts, inheritances, sales, and the payment of property tax with legal backing. In addition to providing legal certainty over family patrimony, the process seeks to prevent fraud and political manipulation practices related to the irregular possession of land.
Beneficiaries will also be able to access government credits and higher quality infrastructure and public service programs.
Future Development and Improved Services
Municipal authorities indicated that regularization will accelerate works and projects to fully integrate Loma Blanca into the urban development of the city. Among the planned actions is the construction of a main road to facilitate the entry of public transport, as currently buses do not reach the sector.
Likewise, the Municipality will continue to provide services such as garbage collection and will advance in the improvement of urban infrastructure. For years, the Master Plan for Urban Development did not recognize Loma Blanca as an urbanized area, a situation that limited its formal incorporation into the city and delayed the arrival of works and services for its inhabitants.
With this process, authorities seek to provide legal certainty to thousands of families and lay the foundation for improving living conditions in one of the most underserved urban settlements on the outskirts of Ciudad Juárez.
