Governor Maru Campos Announces Infrastructure Improvement Projects for Ciudad Juárez
Ciudad Juárez, April 9, 2026 – Chihuahua Governor Maru Campos announced a comprehensive plan to improve infrastructure in Ciudad Juárez, following extensive consultations with the business sector and social organizations. The governor emphasized that her administration is preparing projects in critical areas such as potable water, health, education, and mobility, reflecting a participatory planning model.
Participatory Planning Model Underpins Project Selection
Governor Campos Galván highlighted that the state government has adopted a participatory planning model, where entrepreneurs and citizens actively contribute to defining priorities, rather than having projects imposed by public administration. This approach ensures that the initiatives directly address the community’s most pressing needs.
According to the governor, the proposed projects have been thoroughly reviewed and endorsed by business organizations within the Juárez Business Coordinating Council (CCE), as well as by representatives of organized civil society. This broad consensus aims to foster greater transparency and local involvement in the development process.
The head of the state executive branch indicated that the objective is to intervene in various environments that directly impact the population’s quality of life, ranging from basic services to public spaces. This holistic approach seeks to create a more livable and functional city for all its residents.
Focus on Water, Health, Education, and Mobility
The announced plan includes significant investments across several key sectors:
- Potable Water: Projects will focus on enhancing the access and quality of potable water for residents, a critical need in the region.
- Health: The plan includes strengthening the hospital system, with a particular emphasis on the General Hospital of Ciudad Juárez, which is designated as a priority in healthcare matters.
- Education: Improvements to educational infrastructure are also part of the initiative, aiming to provide better learning environments for students.
- Mobility: Urban mobility will see significant upgrades, including the construction and improvement of bridges, streets, and parks to facilitate easier movement and enhance public spaces.
The announcement was made during the inauguration of the second stage of the Viñedos collector, a hydraulic project designed to optimize the city’s drainage system. During the event, the governor reiterated that these actions are a direct response to needs previously identified by various sectors of the community.
Budget Allocation and Community Impact
Governor Campos stated that more than half of the projects could be executed with the estimated budget of 30 billion pesos allocated to the municipality. She affirmed that these resources will be applied based on the needs identified collaboratively with the community, ensuring efficient and impactful spending.
This initiative follows previous infrastructure developments in Ciudad Juárez. Earlier, Governor Campos inaugurated the second stage of the Viñedos collector, an investment exceeding 188 million pesos. This hydraulic work is expected to improve sanitation, reduce health risks, and expand the drainage system’s capacity, benefiting over 400,000 families in the city.
The emphasis on community involvement and addressing fundamental needs through strategic infrastructure investments underscores the state government’s commitment to the sustainable development of Ciudad Juárez. The comprehensive nature of the projects, spanning essential services and public amenities, is expected to significantly enhance the daily lives of its residents.
The state’s approach of working closely with the private sector and civil society organizations is seen as a model for effective governance, ensuring that public funds are directed towards initiatives that have the greatest positive impact on the community.
