Mexico City Congress Approves Collaboration Agreement with Fiscal Justice Alliance to Strengthen Fiscal Legislation

Mexico City, March 10, 2026 – The Finance Commission of the Mexico City Congress unanimously approved a collaboration agreement with the Fiscal Justice Alliance yesterday, March 9, 2026. This network of civil society organizations will work alongside the Congress to enhance technical analysis and the development of legislative instruments concerning financial and fiscal matters, with a particular focus on the Capital’s Fiscal Code.

During its Seventh Ordinary Session, held virtually, Deputy Pablo Trejo Pérez announced that this agreement would facilitate studies, research, dialogue spaces, and reform proposals aimed at improving the legal framework related to local public finance.

“The purpose of this Agreement is to establish a framework for technical cooperation and linkage to strengthen the work of this commission; exchange of inputs; holding working tables; analysis and, where appropriate, technical accompaniment on financial and fiscal issues,” emphasized the President of the commission.

The agreement received unanimous approval from the commission members after representatives from the Fiscal Justice Alliance outlined their organization’s functions and the objectives of the agreement. Key objectives include improving health services, the Care System, and the administration of justice, as well as matters related to vehicle tenure.

Furthermore, the structure of the research document “Sustainable Mobility and Fiscal Equity: Towards a Fair Distributive Model” was also approved. This document’s thematic axes establish a clear analytical framework based on national and international best practices.

“The focus is on public finance as an instrument to finance sustainable mobility infrastructure, through public budgets, fiscal incentives, sustainable debt and the mobilization of private capital, also incorporating comparisons and recommendations applicable to Mexico City’s public policies,” said Pablo Trejo.

This document outlines strategies to strengthen the planning and financing of sustainable mobility, including those related to urban mobility with citizen participation, fiscal incentives for electromobility projects, and evaluation mechanisms to measure their social and environmental impact.

The Half-Yearly Report of Activities of the Finance Commission, corresponding to the Second Year of Exercise of the current Legislature of the local Congress, was also endorsed.

The meeting was attended by Deputy Rebeca Peralta León (PVEM), and Deputies Víctor Hugo Romo de Vivar Guerra, Víctor Gabriel Varela López, and Víctor Hugo Lobo Rodríguez (MORENA); Ricardo Rubio Torres (PAN), and Ernesto Villarreal Cantú (PT).
