Mexico City Congress Hosts Forum on Migrant Representation and Voting Rights

Mexico City, September 15, 2026 – The Mexico City Congress recently held a pivotal forum to address the critical issues surrounding migrant deputation, focusing on representation, participation, and the complexities of voting from abroad. The event, which took place on September 10 in the ‘Heberto Castillo’ Hall of the Legislative Precinct in Donceles, gathered legislators from the PT, MORENA, and PVEM parties, alongside experts in migration and electoral affairs.

Strengthening Migrant Representation and Participation

The forum, titled “Migrant Deputation: Representation, Participation, and Challenges of Voting from Abroad,” aimed to foster a deeper understanding of how to build a more inclusive and effective representation for Mexican nationals residing outside the capital. Participants critically examined whether current electoral participation and representation mechanisms truly reflect the diverse realities of these communities.

Deputy Ernesto Villarreal Cantú, in his inaugural address, emphasized that a migrant deputation’s representativeness extends beyond its legal existence; it must maintain a robust connection with the migrant community. “There must be a real possibility that those who, due to their economic, labor, or migratory situation, have historically been much further from our institutions, are also heard,” he stated.

Villarreal Cantú further argued that despite the existence of migrant representation and mechanisms for voting from abroad, it is crucial to analyze who participates, who can access these mechanisms, and who remains excluded due to a lack of necessary conditions. The Coordinator of the Parliamentary Group of the Labor Party (PT) highlighted the diverse experiences within the migrant community, noting that while some have long resided abroad and regularly send remittances, others live in irregular migratory situations, facing precarious conditions, uncertainty, and fear, all of whom must be considered.

Ensuring the Voice of ‘Chilangos’ Abroad

Deputy Jannete Elizabeth Guerrero Maya stressed that the migrant deputation serves as a crucial space for popular representation, acting as the voice for ‘chilangos’ (Mexico City residents) living outside the capital. Its purpose is to ensure that their needs and interests are integrated into the legislative agenda of the Mexico City Congress. Guerrero Maya underscored the importance of promoting initiatives that safeguard the rights of capitalinos abroad and maintain their vital connection with Mexico City.

Deputy Xóchitl Bravo Espinosa echoed these sentiments, emphasizing that the forum’s significance lies in assessing whether Mexican nationals truly feel represented by the individual holding the migrant deputation seat. “Those who have to decide who represents that deputation are the migrants and not the political parties, nor should it be through proportional representation,” she asserted. The Coordinator of the MORENA Parliamentary Group maintained that the legislator designated for the migrant deputation must genuinely represent Mexicans living in other countries and be chosen directly by that segment of the population.

Addressing Pending Issues and Future Proposals

Congressman Javier Ramos Franco acknowledged that migrant deputation remains an area with several unresolved issues. He stressed the priority of organizing forums with specialists and representatives from the migrant community to develop proposals that benefit this significant demographic. “Many capitalinos live outside the country; some by choice, others perhaps not so willingly. But the point is that they continue to have a very close relationship with our city. Here they have their families; here they have their roots, their memories, and in many cases, they contribute economically not only to their families but generally to the development of our society,” the PVEM legislator explained.

The forum included several thematic tables: “Defense and Expansion of Migrants’ Rights based on Court Rulings,” led by specialist Mauricio Huesca; “Analysis of Migrants’ Political-Electoral Rights: Dream, Myth, or Reality,” with Sergio Infanzón; and “No Setbacks: The Political Representation of Mexicans Residing Abroad as a Democratic Right,” presented by Avelino Meza.

This forum underscores the ongoing commitment of the Mexico City Congress to engage with and address the complex needs and rights of its citizens living abroad, aiming to foster a more inclusive and representative political landscape.
