Mexico City Congress Hosts “Letter of Intent” for Decent Employment in Construction Sector
Mexico City, May 12, 2026 – The Mexico City Congress, through its Labor, Work, and Social Welfare Commission, served as the venue for the signing of a significant Letter of Intent. This agreement was solidified between the Secretariat of Labor and Employment Promotion (STyFE), the Secretariat of Labor of the State of Mexico, and the Mexican Chamber of the Construction Industry of Mexico City (CMIC). The primary objective of this accord is to formalize six strategic commitments designed to enhance decent employment, labor formalization, labor inspection, training, and institutional coordination within the construction sector of the metropolitan region.
Key Commitments for Labor Dignity
The signing took place as part of the “Metropolitan Corridor Table of Mexico City” event, held in the “Benito Juárez” Auditorium. Deputy Juan Estuardo Rubio Gualito, President of the Labor, Work, and Social Welfare Commission, played a pivotal role in this event. During the proceedings, Deputy Rubio Gualito received the document titled “Diagnosis on the employment situation in the construction industry in Mexico City.”
In his address, the MORENA legislator emphasized that the Mexico City Congress is not only committed to promoting decent employment in the construction industry but also actively integrates labor proposals from various sectors into legislative instruments. “From the Mexico City Congress, from the Labor, Work, and Social Welfare Commission, we are committed to moving in this direction. What you (the participants at the Table) discuss and what the diagnosis presents, we can work on jointly with the Secretariat of Labor, for the benefit of the workers,” he affirmed.
Deputy Rubio Gualito further highlighted the imperative of administrative simplification, fostering new labor relations, and empowering the STyFE with additional tools to guarantee dignified work in the construction sector.
Insights from Key Officials
Inés González Nicolás, Secretary of Labor and Employment Promotion, remarked that the presentation of the results concerning labor conditions and the dignification of employment in the construction sector followed six months of meticulous analysis within the “Territorial Table of the Metropolitan Corridor of Mexico City.”
Norberto Morales Poblete, Secretary of Labor for the State of Mexico, underscored the pervasive issue of informality and inequality in the workplace, which often deprives workers of social security, job stability, and fundamental welfare guarantees. He stated, “To reverse this situation, work is already underway in collaboration with the European Union.”
Stefan Agne, Head of Cooperation for the European Union Delegation in Mexico, noted the existence of several cooperation agreements with the Government of Mexico, prominently featuring an investment agenda across various sectors.
Engagement and Future Initiatives
Approximately 80 participants witnessed the signing of the Letter of Intent and actively engaged in working groups focused on “Competence development, intermediation, and labor inclusion” and “Regulatory compliance, risk prevention, and incentives for formalization.”
Furthermore, the campaign “The hands that build the City have rights,” spearheaded by the Secretariat of Labor and Employment Promotion, was officially launched during the event.
This initiative marks a crucial step towards fostering a more equitable and secure working environment for construction workers in Mexico City and the surrounding metropolitan area, reflecting a concerted effort by legislative bodies and labor institutions to address long-standing challenges in the sector.
