Mexico City, September 13, 2026 – With the aim of increasing the number of approved initiatives during the final year of the current Mexico City Congress legislature, Deputy Olivia Garza de los Santos, President of the Board of Directors, has proposed establishing a ‘legislative traffic light’ system. This system is designed to provide precise monitoring of parliamentary processes.
New Leadership, New Strategy
Following her appointment by the Plenary on September 1, Deputy Garza de los Santos stated that her new role will focus on strengthening institutional work and fostering dialogue among all legislative groups. Regarding the new strategy, she emphasized the importance of seeking consensus from all political forces represented in the capital’s Congress, as these legislative tools are intended to improve the quality of life for citizens.
“I would like to establish a ‘legislative traffic light’ with associations and parliamentary groups to precisely monitor bill initiatives, from the moment they are presented; their analysis in commissions; their approval in the Plenary, until their publication in the Official Gazette of the Government of Mexico City. Doing so will help us know what stage they are at and achieve their approval, because ultimately each ruling benefits the citizenry,” she explained.
Ensuring Timely Implementation of Laws
The primary objective of the ‘legislative traffic light’ is to prevent parliamentary processes from stalling and to ensure that new legal provisions come into force within established deadlines. This, she added, will allow citizens to be aware of newly created laws or reforms to existing ones across various areas, and ensure their application.
“We will have to build this hand-in-hand with the coordinators of the different benches. The idea is to have a more efficient procedure that benefits citizens, because laws arise from new realities, from the needs of citizens, and we must address them for the benefit of the people,” the congresswoman stressed.
Priorities: Protecting Heritage and Combating Cybercrime
In this context, Garza de los Santos affirmed that the protection of citizens’ assets and the fight against the crime of dispossession represent a priority for the capital’s Congress, given the existence of various initiatives related to these issues.
“Dispossession is, without a doubt, an important issue. In fact, there are already several bill initiatives in the City Congress. They will have to be processed in this upcoming session period, because we have about ten initiatives that have to do with dispossession. We must protect the assets that people build throughout their lives, so that criminals cannot take them away in a second.”
In terms of security, she highlighted the need for the legal framework to keep pace with new criminal modalities, particularly in the face of the growth of cybercrimes and cyber fraud, so that authorities can investigate and sanction these behaviors. “We want there to be tools and a strong law that institutions can use and that benefits capital residents.”
Upcoming Legislative Agenda
Regarding the immediate agenda, she reported that the Mexico City Congress is already working on the organization and corresponding protocols for the presentation of the Second Report by the Head of Government, Clara Brugada Molina, on October 14, as well as its Gloss, which consists of the appearances of the heads of the various departments of the local public administration.
She also emphasized that one of the main challenges for the local Legislative Power is the discussion and approval of the Mexico City Economic Package for the coming year, especially the Expenditure Budget. This process, she indicated, involves listening to the economic needs of the dependencies and the 16 mayoralties, and defining the allocation of resources so that they can meet the needs of the population.
“Without a budget, the city cannot move forward. We will have to work hard so that this budget is approved promptly through institutional channels and always listening to everyone’s needs,” emphasized the PAN legislator.
The implementation of the ‘legislative traffic light’ aims to bring greater transparency and efficiency to the legislative process, ensuring that critical issues are addressed and resolved in a timely manner for the benefit of Mexico City’s residents.
