Mexico City Congress Reaffirms Commitment to Right to Water

Mexico City, February 23, 2026 – Members of the Commission for Comprehensive Water Management of the Mexico City Congress have reaffirmed their unwavering commitment to strengthening public policies aimed at guaranteeing the human right to water, as well as ensuring the sustainable, equitable, and efficient management of this vital resource.

Commission Presents First Semiannual Report

This declaration was made during the Sixth Ordinary Session of the aforementioned Commission, conducted virtually. The session saw the presentation of the results from the Annual Work Program, which had been approved on October 8, 2025. This program outlines strategic actions to bolster water management in the nation’s capital.

In adherence to the powers and obligations stipulated in the Political Constitution of Mexico City, the local Law on Transparency, Access to Public Information and Accountability, and the Regulations of the local Congress, Deputy Adriana Espinosa de los Monteros (MORENA) presented the First Semiannual Report of the Second Year of the Third Legislature.

The report details the activities undertaken by the Commission, highlighting approved opinions, issued agreements, and a list of legislative initiatives and proposals referred to it.

Key Engagements and Future Directives

Deputy Espinosa de los Monteros, who also serves as the President of the Commission, emphasized the significance of the working meetings held with the Secretariat of Comprehensive Water Management (SEGIAGUA). These collaborations, she noted, significantly enrich the legislative work of the capital’s Congress in this area, ultimately benefiting the residents of the metropolis. She particularly stressed their role in strengthening public policies designed to safeguard the human right to this vital resource.

During his participation, Deputy Federico Chávez Semerena (PAN) urged SEGIAGUA to place greater emphasis on atypical rainfall events. He called for the generation of mechanisms that would contribute to increased water infiltration into the subsoil and the expansion of water infrastructure.

The commitment reaffirmed by the Mexico City Congress underscores the ongoing efforts to address water challenges and ensure equitable access for all residents, while also promoting responsible and sustainable practices for the future.
