Mexico City Congress to Ensure Approval of PGD and PGOT
Mexico City, February 20 – The Mexico City Congress, through its President of the Board of Directors, Jesús Sesma Suárez, has announced a defined legislative route to ensure the timely and legally sound approval of the General Development Plan (PGD) and the General Territorial Planning Program (PGOT). This move aims to provide certainty and avoid setbacks in the process, which is considered the most significant event for the capital this year.
The General Development Plan of Mexico City 2025-2045 is poised to be a pivotal document for the city’s future. Deputy Sesma Suárez emphasized that the Congress is committed not only to promoting public consultation and organizing forums for the PGD but also to establishing a clear legislative path for its approval.
Legislative Route for PGD and PGOT Approval
During a press conference, the President of the Board of Directors outlined the legislative strategy for the PGD. This includes a Conference Agreement for the Direction and Programming of Legislative Works, which will formally regulate the entire process. The strategy also encompasses a comprehensive guide, a calendar, specific guidelines, and a Coordination Agreement with the Institute of Democratic Planning and Prospectives (IPDP).
Key elements of this framework include defined deadlines, internal procedures, clear rules for coordination among various legislative bodies and commissions, and specific methodological guidelines for the preparation of opinions by the commissions tasked with reviewing the PGD. Standardized formats for these opinions will also be implemented.
“All of this is extremely important, but above all essential, so that a process of such magnitude as this one we are about to receive is conducted with method, order, coherence, responsibility, and institutionalism,” Sesma Suárez underscored.
Ensuring Timeliness and Legal Certainty
Sesma Suárez reiterated that upon the PGD’s arrival at the Mexico City Congress, the Board of Directors is obligated to ensure its timely completion. This involves preventing failures in the commissions responsible for its opinion and eliminating any possibility of involuntary or voluntary delays by the Planning and Development Commission.
“With this architecture, we are going to ensure that it will be resolved on time; technical rigor will be preserved; it will have clear rules, and it will provide legal certainty to the city. We are going to comply with the Constitution; we are going to act responsibly, and we are going to conduct this process with all institutional order,” he stated.
The President of the Board of Directors also mentioned upcoming obligations for the potential approval of both the General Development Plan and the General Territorial Planning Program in the coming week. He confirmed ongoing discussions with the Political Coordination Board and the Board of Directors regarding the documents being prepared.
The Mexico City Congress aims to organize the work for the PGD and PGOT in a timely and appropriate manner. This is to guarantee three fundamental objectives: constitutional compliance, technical rigor, and parliamentary governability.
