Mexico City Congress Trains Legislative Module Staff on Dispossession
Mexico City, August 7, 2026 – The Mexico City Congress conducted a training course on Friday for staff of its Citizen Attention Modules regarding property dispossession. The initiative, aimed at providing residents with crucial information and guidance on this crime, saw participation from over 150 legislative module employees.
The course, titled “Training on Prevention, Identification, and Channeling of Cases Related to the Crime of Dispossession,” was held in the “Nelson Mandela” Hall of the local Legislative Power. Various governmental bodies, including the Secretariat of Government, the Legal and Legal Services Advisory Office of Mexico City, and the Public Registry of Property and Commerce, delivered the training.
Background to the Training Initiative
The training follows a Point of Agreement approved by the Permanent Commission on Wednesday, August 5. This agreement, proposed by Deputy Víctor Varela López, included resolutions for legislators to disseminate information through their Modules about reforms approved last November to combat dispossession. It also mandated the local Congress to train module staff to guide citizens on which authorities to approach in cases of dispossession.
Deputy Juana María Juárez López, who chairs the Committee for Citizen Attention, Orientation and Complaints, and Interinstitutional Affairs, highlighted the importance of this training. She was accompanied at the inauguration by Deputy Xóchitl Bravo Espinosa and Legal Advisor Eréndira Cruzvillegas Fuentes.
Juárez López emphasized that the training would empower staff from the Legislative Modules for Attention, Orientation, Citizen Complaints, and Support for Women’s Access to a Life Free of Violence. This would enable them to contribute to addressing a problem that directly impacts the patrimony, legal security, and peace of mind of thousands of families.
“We reaffirm our commitment to continuous training, promoting institutional actions so that all personnel fully understand the new comprehensive strategies promoted by the Head of Government to stop and combat this crime,” she stated.
Strengthening Citizen Attention Modules
Deputy Xóchitl Bravo Espinosa underscored the significance of strengthening the Citizen Attention Modules of the capital’s Congress as vital spaces for orientation, reception, and channeling of dispossession-related cases.
The MORENA Parliamentary Group Coordinator explained that this training stems from an approved Point of Agreement. Its purpose is to equip staff in all Legislative Modules with the necessary tools to identify dispossession cases and direct individuals to the appropriate authorities.
She noted that not all cases identified by citizens as dispossession necessarily correspond to this crime, as they might involve rental conflicts, family disputes, or civil litigation.
Bravo Espinosa stressed that the assistance provided in the Legislative Modules is free, and offering legal advice to victims of dispossession is not a matter of political parties, but rather about helping the population.
Clarifying the Role and Scope of Dispossession
Legal Advisor Eréndira Cruzvillegas clarified that those working in the Legislative Modules are not managers. Instead, their role is to listen to citizen demands and channel them to the relevant authorities.
She also deemed it essential for citizens to understand that the crime of dispossession is not increasing, with approximately nine complaints filed daily, a consistent figure over time.
Valeria Sánchez González, Director of the Council and Liaison with the Mayoralties of the Secretariat of Government, and in charge of the Cabinet against Dispossession, mentioned that a strategy was implemented a year ago. This strategy aims to provide legal certainty regarding various problems faced by the population, which are presented through different channels, such as the Unique Citizen Attention System (SUAC) and the “Citizen Government Zócalo.”

The training course was delivered by a panel of experts, including José Juan Torres Tlahuizo, General Director of Legal Services of the Legal and Legal Services Advisory Office; Ricardo Gerardo Núñez, Director of Liaison, Legal Analysis, and Legislative Agreements; Manuel Sánchez Guerra, a health specialist; and Cynthia Angón Alvarado, Deputy Director of the Single Window and Management Control of the Public Registry of Property and Commerce.
The Mexico City Congress continues its efforts to strengthen legal frameworks and provide support to its citizens, ensuring that those affected by property dispossession have access to proper guidance and recourse.
