The Mexico City Secretariat of Administration and Finance (SAF) has activated its 2026 property tax benefit scheme, combining early payment discounts, fixed fees for vulnerable groups, and over 8,800 in-person and digital payment points. This initiative, promoted by Head of Government Clara Marina Brugada Molina, aims to facilitate tax compliance and alleviate the economic burden on Mexico City residents.

Early Payment Discounts: January and February

Residents who paid their annual property tax in full during January received an 8% discount. Those who paid in February benefited from a 5% reduction. Starting in March, the tax is payable without any general bonus. This scheme applies only to the annual, upfront payment, with discounts automatically applied when the transaction is completed within the specified period.

Fixed Fees and Waivers for Vulnerable Groups

Special benefits are available for vulnerable groups, including retirees, pensioners, seniors without fixed income, single mothers, female heads of household, widows, orphaned pensioners, and individuals with permanent disabilities.

  • Fixed Bimonthly Fee: These groups can pay a fixed bimonthly fee of $68 if they own and reside in a property with a cadastral value not exceeding $2,808,466 pesos.
  • 30% Waiver: For residential properties exceeding this cadastral value, a 30% waiver on the property tax is available.

Both benefits apply exclusively to residential properties. Interested parties must submit their application, in original and copy, to any Tax Administration or Auxiliary Administration by December 31, 2026. This process is personal and requires a prior appointment.

How to Pay Property Tax Online in Mexico City

Online payments can be made through the SAF’s OVICA portal at ovica.finanzas.cdmx.gob.mx/adeudos. Taxpayers need their property account number to check their debt and obtain the unique treasury format. The mobile app “Tesorería CDMX,” available for mobile devices, also facilitates payment via credit or debit card, with some participating banks offering interest-free installments.

In-Person Payment Options

For those preferring in-person payments, options include treasury kiosks, banks, convenience stores, and department stores. Treasury offices are open every day of the year, including holidays, from 9:00 AM to 9:00 PM.

Over 3 Million Residents Benefited

According to figures released by Mexico City authorities in May 2026, more than 3 million residents benefited from discounts applied to property tax, licenses, and fines during this fiscal year. The SAF reported that the collection system boasts over 8,800 payment points across the city, accessible both in person and through electronic means and the official application.

Additional Fiscal Benefits: Water and Vehicle Ownership

In addition to the property tax scheme, the SAF announced two further benefits for 2026:

  • Water Supply: Vulnerable property owners receive a 50% reduction in the bimonthly fee for water supply rights.
  • Vehicle Ownership: Owners of private vehicles valued up to $638,000 pesos (including VAT) received a 100% discount on vehicle ownership tax, provided they covered the $760 peso registration fee. For motorcycles, the benefit applied to units with a maximum value of $250,000 pesos. This discount was valid from January 1 to March 31, 2026.

Debt Regularization: Waiver of Fines and Surcharges

The 2026 Fiscal Benefits Regularization Program allows property owners with outstanding property tax debts to catch up without paying fines or surcharges, which are 100% waived. Owners of low-value properties can regularize their situation with a single payment of $1,000 pesos. As of May 15, the program had benefited 150,865 residents and collected $680,409,492 pesos.

Furthermore, the Official Gazette of Mexico City published a specific program on June 17 for merchants with premises in plazas, bazaars, and commercial corridors built or financed by the Fund for Economic Development of the Federal District (FONDECO-DF). This scheme waives accumulated debts for property tax, property acquisition tax, registration fees with the Public Registry of Property and Commerce, land use certificates, licenses, and permits. The aim is to facilitate the titling and individualization of property accounts for these commercial spaces. Both programs are valid until December 31, 2026, and procedures can be completed at any Tax or Auxiliary Administration in the city.
