Morena Coordinator: Historical Debt in Ciudad Juárez Transportation Persists

Chihuahua, March 12, 2026 – Cuauhtémoc Estrada Sotelo, coordinator of the Morena parliamentary group in the local congress, asserted that Ciudad Juárez continues to face a historical debt in its transportation system. This declaration comes despite the state authorities’ claims of advancements in the sector.

Estrada’s statements were made in anticipation of the General Secretary of Government, Santiago de la Peña Grajeda, appearing before the State Congress this afternoon. De la Peña is scheduled to participate in a session of the joint committees on Public Works, Public Services, and Urban Development and Mobility, where he will address his work during his tenure.

Calls for Accountability on Mobility Deficiencies

Estrada Sotelo expressed his expectation that members of the joint committees would question De la Peña regarding the existing deficiencies in urban mobility, both in the state capital and in the border municipality. He specifically highlighted the lack of feeder routes to serve peripheral neighborhoods.

The legislator detailed that common complaints include the long distances Juárez residents must travel to find a bus stop, as well as excessively long waiting times for routes, which can range from 25 to 45 minutes. Estrada recently met with residents of the Parajes del Sur neighborhood, who voiced their dissatisfaction with the scarcity of transportation routes and buses to meet the existing mobility demand.

“It’s good that the commission is making efforts and that the state mobility and transportation authority, led by the secretary, is making efforts. I just want to remind everyone that we are now entering the fifth year of this government with this issue still pending,” Estrada remarked.

Past Statements and Future Expectations

This situation contrasts with previous statements from authorities. For example, in 2025, Governor Maru Campos highlighted that the incorporation of Bowí buses increased capacity and ensured safer transfers. However, earlier in 2025, there were 174 accidents involving urban buses in the city of Chihuahua, underscoring ongoing challenges. There have also been calls for pedestrians, cyclists, and motorists to respect the exclusive Bowí lane.

Representatives from the six parliamentary groups in the State Congress are expected to attend the meeting. They will request information on public transportation and mobility across the entire state, with a particular focus on public works spearheaded by Governor Maru Campos’ administration, including the reactivation of the BRT-1 and BRT-2 lines, also known as JuárezBus.

The discussion at the Congress is crucial for addressing the persistent transportation challenges in Ciudad Juárez and ensuring that the needs of its residents are met. The outcome of this session could significantly influence future mobility policies and investments in the region.
