PAN Proposes Reforms Against Property Dispossession in Mexico City

PAN Unveils Anti-Dispossession Reforms in Mexico City

Mexico City, August 10, 2026 – The National Action Party (PAN) and its legislative caucus in Mexico City have introduced a comprehensive package of reforms designed to tackle property dispossession in the capital. The initiative seeks to prevent this illicit act, facilitate its detection and blocking, and ensure the restitution of properties and homes to victims.

During a press conference, National Action Deputy Mario Sánchez elaborated on the five key reforms, highlighting two significant modifications to the Civil Code and the Fiscal Code of Mexico City. These changes aim to prevent an intruder from becoming a property owner and to ensure that modifications to property tax data do not confer ownership.

“We want to prevent anyone who entered a property through dispossession, violence, fraud, simulation, or false documents from simply taking advantage of the passage of time to attempt to become the owner,” stated Deputy Sánchez.

Key Reforms to Strengthen Property Rights

The third reform focuses on enhancing the responsibility of public notaries. It mandates that if there are any red flags, notaries must refrain from processing any transaction until they have thoroughly verified the identity of the individuals involved and the authenticity of the documents.

Additionally, other proposals put forth by the PAN in the capital aim for greater transparency and accountability from real estate companies. They also seek to establish the time it takes to restore a property as an aggravating factor in cases of dispossession.

Deputy Diego Garrido of the PAN outlined further actions proposed by the party to combat dispossession. These include a free real estate alert system, a registry shield, the establishment of a single window for administrative procedures, and enhanced protection for older adults, who are statistically more vulnerable to this crime.

“A more robust protection for older adults, who, according to government statistics, are precisely this population group that is most deceived, most victims of dispossession,” Garrido emphasized.

Addressing a Growing Concern

Property dispossession has become a significant concern in Mexico City, with numerous cases reported annually. The proposed reforms are a direct response to the increasing number of individuals losing their homes and properties through fraudulent or violent means. The PAN’s initiative seeks to create a more secure legal framework that protects legitimate property owners and deters those who engage in illicit dispossession.

The package of reforms is expected to undergo legislative debate and scrutiny in the coming weeks. If approved, these changes could significantly impact property rights and security in Mexico City, offering greater protection to residents and deterring criminal activities related to real estate.
