PAN Settles 9.4 Million Peso Property Tax Debt in Ciudad Juárez

Ciudad Juárez, Chihuahua, Mexico, February 13, 2026 – The state leadership of the National Action Party (PAN) has settled a property tax debt totaling 9,490,295 pesos, which had been accumulating since 2012 in Ciudad Juárez. This payment comes after the municipal government publicly denounced the party’s repeated failure to pay the tax last January.

PAN State Leader Confirms Payment and Demands Action

Daniela Álvarez, president of the state steering committee for the PAN, announced that the reimbursement was made on Thursday afternoon. The funds for this significant payment were provided by the national leadership of the party, headed by Jorge Romero Herrera.

During a press conference held outside the municipal palace, Álvarez presented the official payment receipt. She emphasized that the party opted to pay the full amount rather than pursuing a partial payment agreement.

“We have fulfilled our word to the Juarez community. It was a complex process, but today it is 100 percent settled,” Álvarez stated, highlighting the party’s commitment.

The state PAN leader also demanded that the more than 9 million pesos disbursed be “immediately” allocated to filling potholes, which she identified as one of the main complaints from citizens in Ciudad Juárez.

Local PAN Leader Requests Immediate Pothole Repairs

Echoing Álvarez’s demand, Ulises Pacheco Rodríguez, the municipal leader of the PAN, confirmed that he had submitted an official request to the city council. This request calls for the repair of ten large potholes located in various parts of the city within a maximum period of 48 hours.

Mayor Responds to Payment and Allocation of Funds

In response to the PAN’s payment, Cruz Pérez Cuellar, the Morena party mayor of Ciudad Juárez, commented on the financial implications. He noted that the 9.4 million pesos paid by the PAN represents only 0.4 percent of the total property tax collected in 2025 and a mere 0.09 percent of the municipal government’s total budget.

Regarding the PAN’s demand for the funds to be used for pothole repairs, Pérez Cuéllar clarified that the money would be integrated into the city council’s normal budget flow. “We will continue with our work; I think they are angry because they had to pay, but we have to collect,” the mayor added, suggesting that the PAN’s demands were a reaction to being compelled to pay the long-standing debt.

Historical Debts from Political Parties

Last month, the municipal treasury of Ciudad Juárez had notified both the PAN and the Institutional Revolutionary Party (PRI) about their historical property tax debts. The PAN’s debt amounted to 9.4 million pesos, while the PRI owed 5.1 million pesos. Both parties had reportedly failed to pay this tax for the past 14 years.

According to the Juarez administration, the PAN’s debt was associated with two buildings and a parking lot located in the Centro neighborhood, with no recorded payments since 2012. The PRI’s debt of 5,148,000 pesos was for two buildings, also with several years of accumulated property tax arrears.

This payment by the PAN highlights ongoing issues with property tax compliance among political entities in the region and brings to light the financial responsibilities of public and private organizations alike. The municipal government continues its efforts to ensure all entities meet their tax obligations to support public services and infrastructure.
