Mexico City, July 7 – The Green Party (PVEM) in Mexico City has presented a comprehensive legislative initiative aimed at tightening control and supervision over all dog and cat breeding establishments within the capital. The proposal seeks to update the current regulatory framework by establishing mandatory care standards, prioritizing veterinary attention, and implementing rigorous operational reviews to prevent clandestine or negligent practices that could compromise animal welfare.

Urgent Need for Reform Due to Overpopulation and Abuse

Jesús Sesma Suárez, the leader of the Green Party in Mexico City, emphasized the urgency of reforming local laws, highlighting the direct impact of uncontrolled breeding on society. He warned that the absence of stricter institutional controls has fostered irresponsible reproduction and severe cases of animal abuse, exacerbating the crises of abandonment and overpopulation of animals on the streets. Sesma Suárez stressed the imperative to strengthen legislation to genuinely protect sentient beings.

Ensuring Animal Welfare from Early Stages

The proposed legislation stipulates that animal welfare obligations must commence from the earliest stages of a pet’s life. It mandates that commercial breeders demonstrate adequate infrastructure and trained personnel. “Animal welfare must be guaranteed from the first stages of life,” affirmed Sesma Suárez, explaining that the initiative aims to consolidate responsible breeding practices and ensure that those involved strictly adhere to the necessary conditions to protect the physical integrity of animals.

Commitment to Animal Protection and Responsible Ownership

The Green Party caucus reiterated its commitment to maintaining a legislative agenda focused on animal protection and the development of public policies that penalize abuse. Proponents of the initiative argue that formal regulation of breeding establishments will foster a long-term culture of responsible pet ownership, progressively reducing abandonment rates in Mexico City’s public spaces.

This initiative comes amidst growing concerns over animal welfare and the need for more stringent regulations governing the breeding and sale of pets. The proposed changes are expected to bring about significant improvements in the conditions of animals in commercial breeding facilities and contribute to a more humane approach to pet ownership in the city.

The legislative proposal is now set for review and discussion, with the Green Party hoping for swift approval to address these pressing animal welfare issues.
