SSPE Strengthens Security Forces with New Drone Threat Response Course in Ciudad Juarez

Ciudad Juarez, January 21, 2026 – As part of ongoing efforts to continuously train personnel within the State Public Security Secretariat (SSPE), the formal inauguration of the Unmanned Systems Threat Response (RUST) course took place. This program is designed to bolster the capabilities of security corporations in identifying, evaluating, and effectively responding to threats generated by unmanned systems, commonly known as drones.

The course commenced on January 21 at the State Police Academy facilities in Ciudad Juarez. The event was led by Gilberto Loya, head of the SSPE, who emphasized the critical importance of professionalization with a tactical focus to safeguard the integrity of citizens.

Comprehensive Training for Emerging Threats

The RUST course is a strategic initiative aimed at equipping security personnel with the necessary skills to address the evolving landscape of drone-related threats. These threats can range from unauthorized surveillance to potential security breaches, making specialized training essential for maintaining public safety.

The curriculum focuses on practical and analytical aspects, enabling participants to understand the operational dynamics of drones, detect their presence, assess potential risks, and implement appropriate response protocols. This includes both defensive measures and intelligence gathering techniques to mitigate future incidents.

Diverse Participation from Key Security Agencies

A total of 20 participants are enrolled in the course, representing a collaborative effort among different security entities. Ten participants are from the SSPE, five from the Chihuahua State Attorney General’s Office, and an additional five from the Zacatecas State Attorney General’s Office. This inter-agency participation fosters a unified approach to security challenges across regions.

The inaugural event saw the attendance of SSPE personnel and specialized instructors with expertise in drone technology and countermeasures. Esteban Piñón, the Undersecretary of Police Specialization and Professionalization, was also present, underscoring the institutional commitment to this advanced training program.

Enhancing Tactical Response and Analysis Capabilities

This course significantly enhances the technical capabilities of operational personnel in confronting emergent threats associated with drone usage. It is expected to improve the tactical response capacity and analytical skills of participants when faced with such risk situations. By understanding the intricacies of drone operations, security forces can develop more effective strategies to neutralize potential dangers.

These actions, beyond professionalizing security personnel, are an integral part of the Public Security strategy promoted by Gilberto Loya. The underlying premise is that effective security measures directly lead to tangible results for the community, reinforcing the SSPE’s commitment to public safety.

The RUST course represents a proactive step by Mexican security agencies to stay ahead of technological advancements that could be exploited for malicious purposes. By investing in specialized training, the SSPE and its partners are working to ensure a safer environment for the residents of Ciudad Juarez and beyond.
