TJA-CDMX and Coyoacán Borough Strengthen Access to Administrative Justice

Mexico City, March 3, 2026 – The Administrative Justice Tribunal of Mexico City (TJA-CDMX) and the Coyoacán Borough have formalized a collaboration agreement aimed at bolstering access to administrative justice within the public sector. The signing ceremony took place with the presence of all 11 members of the Superior Chamber, 15 magistrates from the ordinary chambers, and various authorities from the Coyoacán demarcation.

Andrés Aguilera Martínez, presiding magistrate of the TJA, emphasized the significance of this initiative, stating that “bringing administrative justice closer to the people means breaking down barriers.” He highlighted the importance of ensuring that individuals do not have to travel long distances, navigate incomprehensible procedures, or feel that the system is exclusively designed for experts.

“Justice that is not known, is not exercised. Justice that is not approached, weakens. Justice that is not coordinated, fragments. Today, we bet on the opposite: on a close, clear, and coordinated justice,” Aguilera Martínez articulated.

A Step Towards More Humane Public Administration

Alongside the mayor, Giovani Gutiérrez, officials indicated that this agreement represents a firm step towards a more humane and accessible public administration. The collaboration instruments will allow for the sharing of capabilities, optimization of resources, training of public servants, timely legal guidance, and the establishment of direct channels of attention for citizens.

Key actions encompassed by this agreement include the TJA’s participation in the “Ruta Violeta” with information stands on procedures and services, joint study and training sessions for personnel from both institutions, the creation of direct communication channels, and the distribution of publications to inform citizens about their rights and how to defend them.

This collaborative bond has an initial validity until September 30, 2027, with the possibility of indefinite renewal.

Context of the Agreement

The agreement comes at a time when there is a growing emphasis on improving public services and ensuring that citizens can effectively navigate administrative processes. The TJA-CDMX is responsible for resolving disputes between citizens and public administration, playing a crucial role in upholding legal certainty and transparency.
