Mexico City Congress Approves Climate Change Law Reform to Harmonize with Federal Legislation
Mexico City, May 21, 2026 – The Mexico City Congress has unanimously approved significant reforms to Article 4 of the Law on Mitigation and Adaptation to Climate Change and Sustainable Development of Mexico City. This legislative action, initiated by Deputy Miriam Saldaña Cháirez of the Labor Party, aims to align the local environmental law with federal legislation concerning climate change.
During the presentation of the opinion to the Legislative Plenary, Deputy Elvia Estrada Barba emphasized the importance of this amendment. As the President of the Commission for the Preservation of the Environment, Climate Change, and Ecological Protection of the local Congress, she highlighted that the reform ensures the continuity of the 2018 political reform, which promulgated the capital’s Political Constitution.
Deputy Estrada Barba underscored that updating the regulatory framework is essential for maintaining current legal terms and concepts. She stated, “Keeping our regulatory framework updated, clear, and coherent is the basis on which we build effective public policies to address the climate crisis we are experiencing in our city.”
The unanimous approval of this reform reflects a concerted effort by the Mexico City Congress to strengthen its legal instruments in the fight against climate change. The harmonization with federal legislation is expected to create a more cohesive and effective framework for environmental protection and sustainable development within the city.
The legislative session on Thursday saw several other key approvals, including the strengthening of the right to accessible information, the harmonization of the Law for the Celebration of Public Spectacles, the creation of the Secretariat of Sports, the approval of three opinions on civil protection matters, and the harmonization of the CDMX Housing Law. These actions collectively demonstrate a proactive legislative agenda aimed at addressing various critical issues facing Mexico City.
The reforms are anticipated to have a positive impact on the city’s environmental policies, promoting more robust measures for climate change mitigation and adaptation, and fostering sustainable practices across various sectors.
