Double No Circula: Status for Monday, September 21, 2026, in CDMX and Edomex

This decision comes after a week of heightened environmental alert, though the air quality has not necessitated the re-activation of the extraordinary measure.
Air Quality Report and Contingency Status
According to the latest report from the Air and Health Index, air quality in CDMX and Edomex is currently classified as poor due to the presence of ozone. This condition typically raises concerns about potential environmental contingencies. However, authorities have stated that, as of now, there is no immediate need to activate Phase 1 of the Environmental Contingency, which would trigger the Double Hoy No Circula program.
The possibility of the Double No Circula being activated had been a topic of speculation, especially after a prior unexpected activation on Saturday, September 12, following a week-long Phase 1 Environmental Contingency. That decision was rumored to be influenced by the Tula refinery, though no official confirmation was provided.
Regular Vehicular Restrictions Apply
With the Double Hoy No Circula suspended, the regular vehicular restrictions will be in effect for Monday, September 21, 2026. These restrictions, as established by the Secretariat of Environment (SEDEMA), will run from 05:00 AM to 10:00 PM. The following vehicles are subject to these limitations:
- Cars with hologram 1 and 2, featuring a yellow sticker.
- Vehicles with license plate endings 5 or 6.
- Foreign-plated vehicles are restricted from 05:00 AM to 11:00 AM.
Conversely, vehicles with holograms 0 and 00, as well as hybrid and electric cars, are exempt from the regular Hoy No Circula program and can circulate without restrictions on Monday.

Despite the suspension of the Double Hoy No Circula, the poor air quality due to ozone still poses a risk to the population.
