Binational Intelligence Bunker Strengthens Fight Against Transnational Crime in Ciudad Juárez
Ciudad Juárez, Chihuahua, Mexico, April 24 – A new binational intelligence center, dubbed a ‘bunker,’ has been activated in Ciudad Juárez, Chihuahua, marking a significant step in the coordinated fight against transnational crime. Located on the 18th floor of the Torre Centinela, this facility will serve as a hub for real-time information exchange and analysis between US and Mexican authorities.
The project, a strategic initiative by the Chihuahua Public Security Secretariat, aims to enhance collaboration between various agencies. Participating US entities include the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), Customs and Border Protection (CBP), and Homeland Security Investigations (HSI). They will work alongside their Mexican counterparts to address complex criminal phenomena.
Coordinated Effort Targets Key Transnational Threats
Gilberto Loya Chávez, head of the state corporation, explained that the center will function as a tactical analysis hub. Its primary focus will be on processing real-time intelligence to combat critical transnational crimes such as drug trafficking, arms smuggling, and the illegal movement of people across the border.
According to Loya Chávez, the current framework for cooperation relies on state-level agreements that facilitate ongoing interaction with US agencies, particularly in intelligence sharing. However, efforts are underway with the Ministry of Foreign Affairs to formalize a broader bilateral collaboration agreement.
Operations Underway with Specialized Personnel
The facility commenced operations this week, staffed by specialized local intelligence personnel. Official reports indicate that approximately 150 analysts, C7 system operators, and technicians responsible for the Centinela platform are already working on floors 13, 14, and 15 of the complex.
Jorge Armendáriz, spokesperson for the dependency, clarified that the involvement of US personnel, a process initiated last October, is exclusively focused on intelligence fusion. He emphasized that foreign agents will not engage in operational field activities but will concentrate on analysis, video surveillance, and data processing.
Advanced Technology and Strategic Focus
This state-of-the-art center will integrate advanced technological tools, including monitoring systems, extensive databases, and sophisticated analytical platforms. The objective is to bolster investigations into organized crime across the border region. Priority illicit activities include migrant trafficking, firearms smuggling, and drug trafficking, all of which exhibit shared dynamics between Mexico and the United States.
This strategy directly addresses the imperative to improve institutional coordination in the face of criminal networks operating on both sides of the border. It adopts a model that prioritizes a constant flow of information and intelligence-driven decision-making to enhance security and effectiveness.
