Chihuahua, Chih. – The Mayor of Ciudad Juarez, Cruz Pérez Cuéllar, has publicly urged Governor María Eugenia Campos Galván not to downplay the alleged participation of United States agents in field operations related to organized crime within Chihuahua. Pérez Cuéllar stressed the Governor’s obligation to provide a comprehensive explanation to the public and society, emphasizing that security demands responsibility, coordination, and adherence to the law.

Mayor Highlights Illegality of Alleged Foreign Agent Presence

Mayor Pérez Cuéllar, a member of the Morena party, underscored that the alleged illegal presence of international agencies necessitates an immediate and transparent response from the state government. His remarks came in response to a situation involving two US agents reportedly participating in an operation in the Tarahumara sierra alongside officers from the State Investigation Agency.

“As stated by the President of the Republic, Claudia Sheinbaum, state governments must explain and respect the law regarding security; complying with it is not optional,” Pérez Cuéllar asserted. “From Ciudad Juarez, we are clear: in security, one coordinates and acts, without excuses; Governor María Eugenia Campos has an obligation to face the situation and explain with total clarity what occurred. Not doing so is to fail Chihuahua.”

Call for Transparency and Adherence to Legal Frameworks

The Mayor’s statements highlight a growing concern over the transparency and legality of foreign involvement in domestic security operations. The emphasis on accountability from the state government reflects a broader sentiment within the municipality regarding the proper conduct of law enforcement activities.

The incident involving US agents in the Tarahumara sierra has raised questions about the scope and nature of collaboration between Mexican and foreign agencies, particularly in sensitive areas such as anti-organized crime efforts. Pérez Cuéllar’s demand for an explanation from Governor Campos suggests a desire for greater clarity on these partnerships and their compliance with national sovereignty and legal protocols.

Potential Implications for State and Federal Relations

This public demand from a municipal leader to a state governor, referencing the President’s stance, could have significant implications for inter-governmental relations within Mexico. It underscores the importance of clear communication and adherence to established legal frameworks when dealing with international cooperation in security matters.

The Mayor’s insistence on a public explanation also reflects a commitment to ensuring that security operations are conducted with the full knowledge and consent of the populace, fostering trust between governmental bodies and the citizens they serve.

The situation remains fluid, and further developments are anticipated as Governor Campos addresses the concerns raised by Mayor Pérez Cuéllar and the public.
