Ciudad Juárez City Council Unanimously Approves New Animal Welfare Regulation
Ciudad Juárez, August 27, 2026 – During the 47th Ordinary Session of the City Council, the Ciudad Juárez municipal government unanimously approved a new Animal Welfare Regulation. This significant update will replace the ordinance in effect since 2007, introducing comprehensive provisions aimed at preventing and addressing cases of animal abuse, neglect, and cruelty.
The approval follows an extensive consultation process, which included five joint sessions of the Governance and Ecology and Civil Protection commissions. The new regulation integrates proposals and feedback from a diverse group of stakeholders, including veterinarians, the Autonomous University of Ciudad Juárez (UACJ), animal protection associations, rescuers, activists, and concerned citizens. Furthermore, it has been harmonized with the Civic Justice Regulation to establish clear procedures and sanctions for violations.
Key Provisions of the New Regulation
Among the notable new dispositions, the regulation aims to:
- Promote responsible pet ownership.
- Prevent animal abandonment and mistreatment.
- Address and investigate complaints of animal cruelty.
- Regulate community animals.
Manuals, protocols, and procedures for the implementation of these new guidelines are expected to be developed within 90 days following the regulation’s official publication.
Commitment to Animal Welfare
Mayor Héctor Rafael Ortiz Orpinel emphasized that animal welfare is a collective responsibility requiring the active participation of the government, associations, veterinarians, and the general public. He further announced plans to engage with the State Attorney General’s Office to ensure the investigation of animal cruelty cases that have generated public outrage.
This new regulation signifies a significant step forward for animal protection in Ciudad Juárez, reflecting a growing societal commitment to ensuring the humane treatment of all animals within the community.
