Mexico City, April 16, 2026 – The National Polytechnic Institute (IPN) and the Integral Family Development System (DIF) of Mexico City officially signed a general collaboration agreement yesterday, aiming to leverage their human, material, and financial resources for mutual benefit. This alliance seeks to advance public policies with a strong focus on human rights, inclusion, and community development across the capital.
Strategic Alliance for Social Vocation and Inclusion
The signing ceremony, held in the Sala de ex directores at the IPN’s Zacatenco Unit, emphasized the convergence of two significant public service strengths. Beatriz Rojas Martínez, Director of DIF CDMX, highlighted that this agreement represents a crucial opportunity to reinforce public action with a human rights approach, inclusion, and community development, also conveying greetings from the Head of Government, Clara Brugada Molina.
Rojas Martínez explained that while the IPN contributes its extensive experience in education, research, science, and technology, the DIF brings its territorial work and responsibility in promoting rights, inclusion, and accessibility for children, adolescents, families, and people with disabilities.
IPN’s Commitment to Social Inclusion
In the context of the IPN’s 90th anniversary, Arturo Reyes Sandoval, Director General of the IPN, reiterated the institution’s enduring social vocation. He underscored the importance of inter-institutional collaboration in building an inclusive ecosystem, noting that approximately 2.3 million people in Mexico live with hearing disabilities. The agreement specifically outlines plans for training deaf individuals as teachers, developing curricula in Mexican Sign Language (LSM), creating educational materials, and evaluating skills related to LSM.
Reyes Sandoval further emphasized that Mexican Sign Language, recognized as a national language, is fundamental for ensuring social inclusion and the full exercise of rights for this community.

This collaboration between the DIF CDMX and one of the country’s most prominent higher education institutions is designed to articulate capacities in areas of shared interest. Both institutions aim to contribute significantly to the construction of a more inclusive, accessible city that offers greater opportunities for all sectors of the population.
