Mexico City Congress Drives Reforms for Sexual Diversity

Mexico City, June 28 – From February 1 to May 31, 2026, the Mexico City Congress actively promoted an agenda in favor of sexual and gender diversity. This period saw the approval of several legislative reform decrees and the implementation of actions aimed at reinforcing the recognition, equality, and protection of the rights of the LGBTTTIQ+ community, as well as combating discrimination and hate crimes they routinely face.

Key Constitutional Reforms for Gender Identity and Justice

Among the most notable decrees were two approved on February 10, proposing modifications to Articles 1 and 116 of the Political Constitution of Mexico. The first aims to incorporate the concept of gender identity, intending to strengthen protection mechanisms against discrimination and guarantee the rights of LGBTTTIQ+ individuals, particularly trans and non-binary persons.

The second reform seeks to encourage federal entities to establish specialized prosecutor’s offices for women and individuals of sexual and gender diversity. This initiative is designed to ensure access to justice with a gender and human rights perspective. Given that these are reforms to the Federal Constitution, both decrees were forwarded by the local Legislative Power’s Board of Directors to the Congress of the Union for further parliamentary processing.

Recognition of Non-Binary Individuals and Priority Attention

On February 25, deputies approved another decree to reform the Law for the Recognition and Attention of LGBTTTI+ Persons in Mexico City. This amendment explicitly adds the recognition of non-binary individuals, aiming to eliminate discriminatory barriers, promote inclusion, and ensure respect for the gender identity of all persons.

Furthermore, on May 29, the capital’s Congress approved a decree modifying Article 9 of the same legal framework. This change establishes that these populations are of priority attention, thereby guaranteeing their right to health, education, work, free development of personality, and a life free from discrimination.

Parliamentary Agreements and “Medal of Merit for Sexual Diversity”

The Congress also issued Parliamentary Agreements directed at various capital institutions and organizations. These agreements urge the implementation of actions, programs, and public policies that safeguard the rights of LGBTTTIQ+ individuals.

As part of its efforts for this sector of the population, the capital’s Congress held a Solemn Session on April 21 to award the “Medal of Merit for Sexual Diversity.” The honorees were activists Natalia Sofía Cruz Cruz, known as Natalia Lane, recognized for her advocacy in defending LGBTTTIQ+ rights, and Carlos López López, known as Carlos “Dosveceslópez,” for his work in promoting inclusive public policies and his involvement in dialogue and institutional building processes for the community.

Symbolic Gestures and Future Initiatives

In observance of “International LGBTTTIQ+ Pride Day” on June 28, the diversity and gender flags were displayed at the Donceles Legislative Precinct and the “Zócalo” building of the Mexico City Congress, a practice also observed last year.

Although outside this specific period, it is noteworthy that the “LGBTIQ+ Parliament 2025” was held at the capital’s Congress headquarters from June 9 to June 13, 2025. Organized by the United Committees on Gender Equality and Human Rights, this event saw 66 elected parliamentarians present initiatives aimed at expanding the rights of the LGBTTTIQ+ community.
