Mexico City Metro Secures Historic Investment and Union Agreement for Enhanced Service
Mexico City, April 14 – The Mexico City Metro, a vital artery for millions of residents, is set to undergo a significant transformation following a historic investment of nearly 50 billion pesos (approximately 2.5 billion USD) for the period 2025-2026. This substantial financial injection, coupled with a crucial agreement between the city government and the National Union of Collective Transportation System Workers (STC Metro), aims to bolster maintenance, improve service quality, and enhance labor conditions for metro employees.
City Leadership Prioritizes Metro Modernization
The Head of Government of Mexico City underscored the Metro’s paramount importance in urban mobility, emphasizing its role as the most critical public asset for the city. The allocated funds will primarily focus on completing Line 1, advancing the renovation of Line 3, and ensuring continuous maintenance across the entire infrastructure. An additional 100 million pesos have also been earmarked for Line 2, with two-thirds dedicated to maintenance, specifically in anticipation of the upcoming World Cup.
The Secretary of Mobility further elaborated on the comprehensive plan, which hinges on two core pillars: modernizing existing lines and strengthening maintenance protocols. He highlighted the Metro’s commitment to maintaining a subsidized fare structure, ensuring equitable access to mobility for all citizens. The city government also affirmed its dedication to ongoing dialogue with the union regarding annual salary and contractual reviews, emphasizing that recent worker mobilizations were not a strike but rather related to worker integration and extended operating hours.
Union and Government Forge Collaborative Path Forward
Following extensive discussions, Adrián Rubalcava, the Director of the Mexico City Metro, announced that significant agreements had been reached with the STC Metro union. These agreements prioritize strengthening the system’s maintenance, redoubling collective efforts to deliver improved service, and creating better working conditions that acknowledge the daily dedication of Metro employees. Normal service operations resumed on Tuesday, April 15th, following these resolutions.
Rubalcava conveyed the Head of Government’s message, asserting a shared commitment to prioritizing system maintenance, train and track improvements, and, crucially, user safety. He also emphasized the importance of addressing the labor conditions of Metro workers, acknowledging their extraordinary and well-deserved contributions. The overarching goal is to foster teamwork and collaboratively address the Metro’s challenges.
A formal statement from the Mexico City Government detailed the collaborative agreement, highlighting the commitment of both parties to maintaining open dialogue to ensure the full functionality of all twelve Metro lines. The shared priority revolves around preventive maintenance of infrastructure and trains to guarantee passenger well-being. Leaders from both institutions stressed the importance of addressing labor demands while simultaneously elevating operational safety standards. The government, led by Clara Brugada, reiterated its commitment to working hand-in-hand with employees for the continuous improvement of the railway system.
Budgetary Allocations and Union’s Perspective
In terms of budget, 25 billion pesos are allocated for 2026, supplemented by an extraordinary federal contribution, bringing the total to 26.5 billion pesos. Key investments include 5 billion pesos for Line 3, 1.5 billion pesos for Line 2 and the general system, and 2.689 billion pesos for Lines 1 and 12.
Fernando Espino, leader of the National Union of Collective Transportation System Workers (STC Metro), expressed gratitude for the open dialogue, recognizing it as a fundamental step towards achieving fair agreements. He specifically acknowledged the Head of Government for her receptiveness, anticipating that these discussions would benefit workers, users, and the Metro system as a whole.
The Head of Government had previously indicated that more information would be provided, noting ongoing discussions with Metro workers. She assured the public that a press conference would be held to elaborate on the agreements, particularly those concerning sections of the Metro that had been affected.
