MORENA Presents PGDC Fora Results to Mexico City Government

Mexico City, April 7 – The MORENA parliamentary group in the Mexico City Congress delivered the results of the fora conducted on the General Development Plan (PGD) to the capital’s government on Monday, April 6, 2026. This initiative, part of the PGD consultation process, saw the participation of 7,516 individuals and the submission of 1,257 proposals, requests, opinions, or complaints.

Information Compilation Received by IPDP Head

The compilation of the initial phase of information was received by Patricia Ramírez Kuri, Director General of the Institute of Democratic Planning and Prospecting (IPDP), at the headquarters of the Secretariat of Planning, Territorial Planning, and Metropolitan Coordination (Metrópolis). The delivery and presentation of these findings were led by Deputy Xóchitl Bravo Espinosa, Coordinator of the MORENA bench. She was accompanied by Deputies Luis Alberto Chávez García, President of the Territorial Planning Commission, César Emilio Guijosa Hernández, and Adriana Espinosa de los Monteros, members of the same commission, as well as Deputy Paulo Emilio García González, Spokesperson for the parliamentary group.

Collective Decision-Making for the Capital

In her address, Bravo Espinosa recalled that on November 11, an agreement was reached in the Political Coordination Board of the capital’s Congress, allowing all political forces represented in the body to hold fora on the PGD consultation. This plan is set to govern the lives of Mexico City’s residents until 2045. She emphasized that major decisions concerning the capital must be made collectively, which is why MORENA legislators launched these fora and committed to delivering the results to the citizenry.

“Today we come to deliver this first part, which relates to the memory of the fora we carried out as a parliamentary group (…). In these fora, we had more than 7,500 people attend, whom we thank. Also, all the chambers of Mexico City; the sectors of merchants, diversity, territorial units, and the COPACOS,” she stated.

Extensive Outreach Across 16 Boroughs

Bravo Espinosa explained that the MORENA parliamentary group, in coordination with the IPDP and Metrópolis, organized over 30 fora across all 16 boroughs. These discussions covered the essence of the PGD, its programmatic axes, and its significance for the inhabitants of Mexico City. Additionally, five preliminary fora were conducted to gauge public awareness of the General Development Plan.

An Unprecedented and Rich Process

Patricia Ramírez Kuri, the head of the IPDP, expressed gratitude for the institutional support from the capital’s Congress since the PGD consultation began. She highlighted that these fora fostered open dialogue with citizens, who contributed proposals on various topics and offered alternative solutions.

“It has truly been an unprecedented process; very rich in voices, proposals, visions, and criticisms, which are also welcome,” affirmed Ramírez Kuri. She further detailed that 22 lines of transformation emerged from the citizenry, which were classified and systematized in the document presented by the MORENA deputies.

Historical Consultation and Citizen Input

Deputy Luis Chávez underscored the historical significance of this consultation, emphasizing that the opinions expressed by the public were invaluable for integration into the document. “It was for all sectors, and we searched every corner of the city to bring back these memories of how we want our city,” he reiterated.

Deputy Emilio Guijosa noted that the PGD is not just any instrument, but a fundamental document for building the metropolis desired by its inhabitants. He added that once the plan is submitted to the local Congress, it will undergo an open parliament as part of the legislative process.

Deputy Adriana Espinosa de los Monteros affirmed that Mexico City needs continuous improvement and laws that respond to the demands of its people. She concurred that citizen observations on the General Development Plan are essential for the city’s enhancement.

Diverse Perspectives Reflected in Results

Taking the microphone, Congressman Paulo Emilio García indicated that this report of results compiled information gathered from fora held across all 16 boroughs, which commenced last year. “These deliberative exercises began in October. We were present at several of them; some quite intense. For those who suggested these were staged meetings, I invite them to listen to everything that was proposed. There were diverse proposals, as diverse as our city,” he concluded.
