Proposal for a ‘Safe Corridor’ in Southeast Ciudad Juárez to Combat Urban Neglect and Violence

Ciudad Juárez, Chihuahua, Mexico, April 18, 2026 – Community leaders and representatives of civil organizations have proposed to Senator Juan Carlos Loera de la Rosa, a member of the Morena parliamentary group, the creation of a ‘Safe Corridor’ in the southeast of Ciudad Juárez. This initiative is envisioned as a comprehensive strategy to prevent and address violence in a region characterized by urban neglect, a lack of basic infrastructure, and insufficient public spaces.

Addressing Urban Neglect and Violence in Southeast Ciudad Juárez

During a meeting held at the facilities of the civil association La Promesa, Senator Loera de la Rosa engaged in a dialogue with women leaders and activists. They highlighted the primary challenges facing the region, including significant urban underdevelopment, the absence of essential infrastructure, and a scarcity of adequate public spaces.

According to the participants, the proposed ‘Safe Corridor’ encompasses a range of actions, from the construction of sidewalks and improvements in accessibility to the creation of safe environments for women, girls, and vulnerable populations. A key concern raised was the critical lack of basic conditions for pedestrian mobility.

Community Leaders Emphasize Urgent Needs

Representatives from organizations such as Ciudadanos Comprometidos con la Paz (Ccompaz), La Tenda Di Cristo, and La Promesa, led by Alma Rosa González, Davide Dalla Pozza, and Verónica Corchado, respectively, participated in the meeting. Corchado explained that the community center La Promesa emerged in response to an act of violence and has since evolved into a space dedicated to art, support for women, and community organizing, currently assisting dozens of families.

Attendees shared testimonies highlighting the positive impact of these spaces, noting that they provide a safe environment for expressing personal experiences and processes, and offer a sense of containment against violence. The organizations underscored the urgent need to strengthen community work, citing a lack of cultural centers and training spaces to meet growing social needs.

Senator Loera de la Rosa Pledges Support

Senator Loera de la Rosa acknowledged the invaluable work of these civil organizations, emphasizing their crucial role in addressing issues that often exceed institutional capacity. “What you do here is priceless… helping to heal, organize the community, and transmit knowledge is invaluable,” he stated.

The legislator stressed the importance of promoting public policies with a territorial focus, aimed at resolving basic deficiencies such as public lighting, infrastructure, and security. He considers these elements essential for community development.

Finally, Senator Loera de la Rosa reiterated his commitment to support the organizations in their efforts and in the follow-up of the ‘Safe Corridor’ proposal. This commitment aims to strengthen collaboration between civil society and public representatives in addressing the challenges faced by the southeast of Ciudad Juárez.

Call for a Comprehensive Diagnosis and Cultural Spaces

During the discussion, participants pointed out the dire state of pedestrian infrastructure: “The southeast has nowhere to walk, there isn’t a single sidewalk… it’s an escalation of ‘there isn’t’,” they expressed. In response, the senator requested the development of a comprehensive diagnosis to precisely identify the sector’s needs, emphasizing the importance of integrating cultural spaces as part of the strategy for social fabric reconstruction.

The ‘Safe Corridor’ initiative seeks to create a more equitable and secure environment for the residents of southeast Ciudad Juárez, fostering community engagement and providing essential resources where they are most needed.
