Mexico City, September 8, 2026 – In a move to bolster the tasks of the Mexico City Congress for the benefit of its citizens, Deputy Xóchitl Bravo Espinosa, President of the Political Coordination Board (JUCOPO), unveiled the Work Plan for the final year of the current Legislature. The plan, presented at the “Heberto Castillo” Hall of the Donceles Legislative Precinct, was approved by the members of the board.
Strengthening Parliamentary Work and Institutional Functioning
Deputy Bravo Espinosa emphasized that the primary objective of the Work Plan is to reinforce parliamentary work through continuous dialogue with all political forces represented in JUCOPO, fostering institutional collaboration. “From the Coordination Board, we want to strengthen parliamentary life. This means always respecting plurality; having an open debate in commissions, in parliamentary groups; so that the Plenary of the Congress can develop harmoniously, fulfilling our functions. Another vision we have is to guarantee the institutional functioning of the Congress,” she stated.
The Work Plan, which also includes administrative units, was put to consideration by parliamentary associations and groups. Bravo Espinosa, who also coordinates the MORENA Parliamentary Group, highlighted that the plan was developed based on observations within the Mexico City Congress and is open to proposals, modifications, and additions from JUCOPO members.
Prioritizing Citizens and Consensus-Building
Deputy Bravo asserted that the agreements promoted by JUCOPO will prioritize the well-being of Mexico City and its inhabitants, placing them at the center of all decisions. “From this Presidency, we commit to leading and strengthening the parliamentary life of the Congress. Always with permanent dialogue; always with the construction of majorities, this means all of us together (…). We want to promote a responsible, inclusive, and results-oriented parliamentary agenda that facilitates the building of agreements,” she affirmed.
She stressed that the interests of the capital’s citizens supersede political differences, urging that the electoral process remain outside the local Congress. The Work Plan outlines four key objectives: boosting parliamentary work, advancing priority reforms, building agreements, and ensuring institutional certainty.
Transparency and Citizen Participation
“We consider it important that we can hold sessions in the Coordination Board in accordance with our Organic Law and Regulations, always holding sessions with publicity, transparency, accountability, with the purpose that citizens can know and follow up on matters within our competence,” Bravo Espinosa underscored. To further enhance citizen engagement, she proposed establishing Wednesdays as a day for JUCOPO hearings, allowing social and civil organizations, collectives, various sectors, and individuals to present concerns or proposals to the capital’s Congress.
Key Proposals and Initiatives
Among other aspects, the plan includes presenting Points of Agreement, pronouncements, and declarations to the Board of Directors and the Legislative Plenary, reflecting the political stance of the Mexico City Congress. It also proposes the operational program for the annual budget of the Congress, undertaking an administrative modernization that includes the creation of a new web portal, and thoroughly reviewing the Organic Law and Regulations of the local Legislative Branch.
Deputy Xóchitl Bravo Espinosa also emphasized reinforcing legislative productivity and promoting institutional collaboration with the capital government and various institutions, including educational and business entities.
JUCOPO’s Ten Principles
In this framework, she unveiled JUCOPO’s Decalogue of Principles, which encompasses: permanent dialogue with associations and parliamentary groups, strict respect for plurality, compliance with the capital’s Political Constitution, consensus-building, and promoting a timely legislative agenda. Additionally, it includes respect for the Board of Directors and commissions, transparency in conducting parliamentary work, openness to dialogue with social, academic, and productive organizations, legislative productivity, and democratic governance.
This comprehensive Work Plan sets the agenda for the final year of the current Legislature, aiming to ensure effective governance and address the pressing needs of Mexico City’s population.
